Background
Burkina Faso allocates a significant portion of its national budget to finance health services and has received support from a wide range of regional and global partners. The government has made efforts to improve coordination of these external funds to avoid duplication and to ensure that funding is sufficient and strategically distributed. It has set bold ambitions to improve the efficiency of resource management so that the available funds have an optimal impact on health. With the insecure situation in the north of the country, it has become increasingly essential to improve the way resources are prioritized, coordinated and used so that the health response is sustained throughout the country and the government can finance key reforms, including its targeted free health care program and the establishment of an efficient health insurance system.
In light of these priorities, CHAI supports the government in its various health financing efforts. These include strengthening planning and budgeting systems for better prioritization of needs and improving resource management for greater efficiency, from the central level to primary health care facilities. The ultimate goal is to ensure that available resources are available and used effectively in primary health care facilities to improve the availability and use of services and improve patient health.
As part of this work, CHAI collaborates with the government of Burkina Faso, including at the central and peripheral levels, and helps map the major bottlenecks that lead to inefficient use of domestic and external resources, designs strengthened health financing systems to address these bottlenecks, and provides technical support to the government in the implementation of these systems and improvements. As part of its support, CHAI seeks to strengthen the technical capacity of relevant government institutions and focuses on better use of data for decision making.
This work involves support to high-level government decision-makers in various departments of the Ministry of Health and Finance, including at central, district and health facility levels, as well as significant engagement with the donor community.

CHAI is seeking an Associate to provide integrated support to the Ministry of Health (MOH) and the Ministry of Finance (MOF). The Associate will be based in Ouagadougou and will interact with key stakeholders from government, donors and the international community in Burkina Faso.
The Associate will work as a member of the health financing team and will support the other Associates in their respective areas of work. The scope of work may include, and is not limited to, the development of sound analyses that will inform resource allocation and utilization, the diagnosis of bottlenecks and inefficiencies within the health system, and the implementation of key activities, including a pilot project at the district and health facility levels to strengthen financial management practices and improve the availability of essential services. It is expected that the challenges facing the government will evolve over time and, as a result, the work will be diverse and this role requires a strong capacity for adaptation and creative thinking.
The Associate must be fluent in French and have excellent relationship development and communication skills. He or she must be able to function independently with minimal supervision and have a strong commitment to excellence with a keen sense of detail.

Responsibilities:
- Act as a key advisor to government stakeholders and support the design and implementation of new or improved health financing systems through key activities in the sustainable health financing portfolio ;
- Provide technical support to government counterparts on their key health financing priorities, including designing and implementing tools and processes to improve resource mobilization, allocation and management, and supporting their institutionalization in ministries of health ;
- Designing and conducting cost and impact analyses and other quantitative analyses that assess opportunities to improve the efficiency, effectiveness, and sustainability of health financing in Burkina Faso
- Actively contribute to the identification and development of new health financing work opportunities to shape CHAI’s strategy in health financing reforms in Burkina Faso, and identify opportunities to maximize CHAI’s impact on an ongoing basis ,
- Study the methods used in the deployment of health financing and public financial management reforms in other countries and advise the government on adapting these lessons to the Burkinabe context. This includes assessing the implementation of user fee abolition reforms across the region in order to share key lessons with country teams and government stakeholders.
- Pursue opportunities for collaboration with other CHAI teams, helping to build a cross-cutting community of practice within the country, region and organization and to keep abreast of key global trends and research ;

Expériences / Formation
- A bachelor’s degree or equivalent is required, and a graduate degree in a relevant field such as public health, health economics, management is preferred ;
- Minimum of 5-8 years of professional experience in a demanding results-oriented environment with increasing levels of responsibility in the public and/or private sector (e.g. management consulting, experience working on large-scale health reforms) ;
- Proven experience in managing complex projects from strategy design to implementation, preferably in the public health sector ;
- Direct experience working with government institutions, contributing to the development of government strategy, policy, and operational plans, preferably in the area of health financing or health care system ;
- Ability to think strategically, deal with ambiguity and work in a multicultural environment with limited structure and a fast pace ;
- Affinity for information analysis and management, with strong analytical, problem-solving and quantitative modeling skills ;
- Excellent communication and presentation skills, with the ability to write clearly and concisely, including for technical documents such as national plans and guidelines ;
- Entrepreneurial spirit, including the ability to work independently, be self-motivated and take initiative ;
- Ability to learn quickly on the job and to absorb and synthesize a wide range of information ;
- Ability to be effective in high pressure situations ;
- A work experience in sub-Saharan Africa ;
- High level of proficiency in Microsoft Office, particularly Excel, PowerPoint and Word ;
- Professional fluency in both French and English.
