Avis de recrutement : Winrock recrute un(e) Consultant(e) en Modification de crise pour la résilience au Sahel basé au Burkina Faso, Niger.

 

 

 

 

 

 

The consultant will:  

  • Review background information from USAID, the TerresEauVie Activity, and other RISE II Activities  that implement crisis modifiers, and other strategic documents.
  • Develop methodology to assess the effectiveness of the use of crisis modifiers and contingency plans to reduce negative impacts and recover quickly from shocks and stresses and consult with Winrock, USAID and other stakeholders. Identify the different types of crisis modifiers and alignment or similarities with other approaches- e.g.: forecast based finance, parametric/index insurance, or safety net programs- contingency/ emergency finance.
  • Draw lessons and recommendations from existing activities, programs (both common for all types of crisis modifiers and differentiated by type of crisis modifier).
  • Identify priority areas of improvement for the development, activation, implementation, monitoring, and communication of crisis modifier interventions.
  • Prepare and facilitate a one-day workshop in each country to present initial findings and collect additional data. Logistical arrangements of the workshop will be done by TerresEauVie.
  • Write a complete report in English, including detailed examples of crisis modifiers assessed, conclusions, and recommendations. Incorporate comments and feedback from Winrock (and USAID, if relevant) in the final version.
  • Draft a brief summary of findings and priorities applied to TerresEauVie specifically.

Qualifications

  1. At least ten years of demonstrable experience with development and humanitarian programs, preferably at multi-country/regional scale. Practical experience with crisis modifiers is an added advantage.
  2. Experience and/or knowledge of development and humanitarian technical approaches, including resilience and/or water access, especially those relevant for rural populations in the Sahel.
  3. Deep knowledge of the Sahel Region and/or West Africa.
  4. Experience in conducting mixed methods evaluations, including structured key informant interviews, surveys, and data and literature reviews.
  5. Familiarity with USAID strategic documents and processes. A USAID network in the region is an advantage.
  6. Demonstrable capacity to write clear and thorough strategic documents, and to present them succinctly to stakeholders (including USAID).
  7. Capacity to communicate in French and read French documents is strongly recommended. Fluency in English is required, both oral and written.
