Job Summary :
Infectious Disease Detection and Surveillance (IDDS) is a five-year USAID-funded project with the following overall objectives: (1) Improve the detection of diseases of public health importance including Tuberculosis (TB) and identification of antimicrobial resistance (AMR) in priority infectious diseases through an accessible, accurate, adaptable, timely, and integrated diagnostic network system; (2) Improve the quality of real-time surveillance systems for pathogens of greatest public health concern, including AMR, TB and zoonotic diseases, and; (3) Generate evidence-based guidance and innovative solutions to strengthen in-country diagnostic networks and surveillance systems. FHI 360 is seeking a Team Lead to be responsible for technical direction (diagnostic networks and surveillance systems for priority pathogens and AMR) and overall management of activities in Burkina Faso as well as coordination with other project team members and partners who lead specific activities. The Team Lead will work closely with USAID/Burkina Faso to provide thought leadership and represent the project in country. This position reports to the IDDS Diagnostic lead based in Rockville, MD, USA. This position operates under the management and oversight of the IDDS project senior management team, led by the IDDS Project Director.
Responsibilities :
- Represent IDDS in Burkina Faso to the USAID mission (Global Health Security Advisor), the Government of Burkina Faso, and other stakeholders and serve as the lead focal point for IDDS in Burkina Faso ;
- Provide technical leadership and assistance in diagnostic network and surveillance systems strengthening including the following responsibilities ;
- Lead activities to develop and enhance diagnostic network strategies and plans for detection of (AMR with a specific focus on national-level engagement, coordination and collaboration ;
- Support national counterparts and stakeholders in Burkina Faso to update the AMR strategy ;
- Oversee IDDS diagnostic specialists to identify, implement, monitor and report activities to :
- Enhance access and availability of quality and timely diagnostics for the detection of epidemic-prone diseases ;
- Enhance national diagnostic systems including specimen referral networks, equipment functionality, supply chain and others ;
- Enhance information systems for the reporting and sharing of surveillance data from both the human and animal health sectors in support of the One Health platform.
- In conjunction with IDDS surveillance staff and national stakeholders, support discussions and activities to strengthen national and community-based surveillance and reporting systems for epidemic-prone diseases and help to ensure inter-operability between IDDS diagnostic and surveillance components ;
- Ensure IDDS’ activities are aligned with country priorities and are well-coordinated with other organizations working in Burkina Faso ;
- Utilize evidence- based methods and best practices to implement workplan activities ;
- Lead the project team in Burkina Faso – providing the vision, coordination, resource management, and oversight of technical and administrative staff required to accomplish workplan activities and meet project objectives ;
- Follow established processes to guarantee the technical and programmatic quality of IDDS work in Burkina Faso and overall responsiveness of the technical team. This can include making necessary adjustments to operations to fit the requirements when necessary or recommended by USAID ;
- Ensures that any departures in work scope or budget or any legal, regulatory or ethical concerns are promptly reported to IDDS leadership in the US ;
- Work closely with USAID and with the IDDS US-based team to define and adjust annual work plans as well as implementing technical activities ;
- Work closely with Global Health Security Agenda (GHSA), TB program, and other initiatives as agreed in the scope for IDDS as well as partners and stakeholders to ensure coordinated approach ;
- Collaborates and coordinates with other country technical Leads, regional technical leads, and partners on the implementation of activities, and regional/global sharing of lessons learned and best practices ;
- Ensure country financial and technical reporting requirements are met.
Required Qualifications :
- Minimum Bachelor’s degree in public health, international development, or related field with a focus on infectious disease detection, surveillance, or diagnostics ;
- Master’s degree preferred ;
- Typically requires 5-8 years of experience with developing international programs and experience managing health systems strengthening programs experience with preferred of 10 years ;
- Familiarity with USG management, programs, and operations including regulatory and reporting requirements ;
- Technical competency in infectious disease(s) and diagnostic network strengthening ;
- Strong analytical skills and the ability to use data for decision making ;
- Fluency in written and spoken English and French ;
- Strong English written, oral, and presentation skills ;
- Strong program management and capacity building experience ;
- Demonstrated interpersonal skills in facilitation and stakeholder engagement/coordination ;
- Experience working in Africa ;
- Willingness and ability to travel a minimum of 25% within Burkina Faso and other travel as needed ;
- Authorization to work in Burkina Faso.
Preferred Qualifications :
- Burkina Faso nationality ;
- Experience residing and working in Burkina Faso ;
- Experience working with the GHSA ;
- Selection of final applicant is subject to USAID approval.
Supervision :
- Will supervise other FHI 360 IDDS staff members in Burkina Faso ;
- Plays a coaching and mentoring role for others.
