CHAI’s global malaria program provides direct technical and operational support to countries around the globe to strengthen their malaria programs and reduce the burden of this preventable, treatable disease. We support governments to scale up effective interventions for prevention, diagnosis, treatment, and surveillance, with the goals of sustainably reducing the number of malaria-related illnesses and deaths worldwide in the short-term and accelerating progress towards malaria elimination in the long term.

 

Program Overview :

CHAI recently initiated support to the Ministry of Health (MOH) in Burkina Faso through its National Malaria Control Program (NMCP) and has spent its initial months seeking to understand the strengths and areas for improvement within the malaria program, the broader health system, and the partner and donor engagement with it. Through a set of technical and operational assessments, CHAI is identifying potential areas of work and prioritizing them based on impact and feasibility. We anticipate our initial focus to be on strengthening data reporting, data analysis, and disease surveillance based on the results of an in-progress assessment, including devising a plan for integrating reporting of private health facilities, community health workers as well as entomological and intervention data. CHAI will work with partners in country to evaluate how it can best add value to ongoing efforts.

 

Position Overview :

Reporting to the Burkina Faso Program Manager, the Malaria Associate will help shape CHAI’s overall malaria strategy for the country, participate in the development of clear operational plans for execution, and continuous identification of opportunities for CHAI to add value and maximize impact. This is an exciting opportunity to be part of a new, start-up effort to build up a targeted, impact-driven CHAI malaria program in a country with significant public health needs.

The successful candidate will support programmatic aspects of CHAI’s Burkina Faso malaria work, act as a trusted partner to government health officials and partners and facilitate the involvement of CHAI’s regional technical teams in execution of high-impact programs designed to reduce malaria mortality and morbidity. S/he will have deep personal commitment to producing results, the skills to navigate political situations, and patience and optimism even in the face of daunting challenges.

CHAI places great value on relevant personal qualities including resourcefulness, tenacity, independence, patience, humility, and strong work ethic. This position will be based in Burkina Faso. The Associate does not need to have prior experience in malaria or health programs but should be an individual skilled at solving difficult problems in complex settings. S/he must be fluent in French and English and have excellent relationship building and communication skills. S/he must also be able to function independently with minimal oversight and have a strong commitment to excellence with a keen eye for detail.

Please note that this is an unaccompanied post. CHAI will not be supporting relocation, housing and transportation for dependents & spouses of employees based in Burkina Faso, at this time.

Responsibilities :

  • In close coordination with the Burkina Faso Malaria Program Manager, provide operational and management support to the MOH and National Malaria Control Program to help them plan, implement, and evaluate malaria control and prevention strategies ;
  • Work with government staff on a daily basis to catalyze critical improvements in government-owned surveillance systems, routine data analysis and response, evidence-based planning and activity tracking, and management of case management and vector control interventions ;
  • Support design and implementation of routine surveillance and data system improvements including developing guidelines to ensure quality data collection and reporting; training staff on the new approaches, introducing new analytic or visualization tools and ensuring regular data review ;
  • Support government and partners to foster a data culture and create sustained demand for information to understand the drivers of malaria transmission and impact of malaria programs as well as to respond and/or adjust course more rapidly ;
  • Facilitate evidence-based planning processes and efficient financial tracking and expenditure for malaria ;
  • Support operational stratification and tool selection for context-appropriate interventions ;
  • Support government to design and implement detailed, bottom-up detailed bottom-up, costed microplans for aligning and prioritizing resources ;
  • Support government to increase the effective coverage of high-quality, context-appropriate prevention and case management interventions ;
  • Monitor and evaluate program activities and apply strategic and critical thinking to adjust as necessary depending on needs ;
  • Other tasks assigned by the Program Manager.

Experience / Training :

  • Bachelor’s degree ;
  • Experience  working in a demanding private sector or public health environment with increasing levels of responsibility and leadership ;
  • Fluent in English and French, proficiency in both written and verbal ;
  • Practical experience in the provision of technical or program management support in developing countries preferably in West Africa ;
  • Experience working and communicating with governments officials and multilateral organizations in Africa ;
  • Exceptional interpersonal, written and verbal communication skills, and an ability to build professional relationships with key stakeholders, negotiate and achieve consensus ;
  • Self-starter with demonstrated experience launching new projects or initiatives ;
  • Excellent problem solving, analytical and quantitative skills ;
  • Strong quantitative, presentation, and writing skills, including fluency in MS Excel, PowerPoint, and Word ;
  • Demonstrated ability to work independently with a diverse set of counterparts, in unstructured settings and to adapt to new environments and challenges ;
  • Excellent organization and management skills, including time management and project management.
