POSITION SUMMARY:

World Relief seeks a Programme Management and Quality Assurance Director responsible for the design or development of programmes; implementation operations in all areas where WRB implements programmes; quality assurance and technical expertise in the delivery of the programmes as well as effective management of WRB programmes to increase impact and enable positive change for beneficiaries. The post holder will also ensure effective representation or communication and advocacy of WRB programs to external stakeholders.

ROLES & RESPONSIBILITIES

As a member of the Senior Management Team, contribute to:

  • Strategic planning: development, implementation and monitoring, and review of the overall strategy, cascade of strategy into functional/operational strategies or plans; engagement of staff in strategy implementation through performance management; annual, mid-term, and quarterly strategy implementation reviews; nurture, develop and sustain effective relationships with other management members.
  • Development of an organizational culture that reflects WRB’s values, promotes accountability and high performance and enables staff to deliver outstanding results for beneficiaries and donors.

Programme design and business development

  • Participate in the conceptualizing and designing of programs in line with WRB priorities;
  • Engage with donors to pre-position and prepare for opportunities, and engage in strategic positioning work directly as appropriate
  • Play a leading role in the Programs team in designing proposals, including:
    • Ensure high-quality, evidence-based designs that draw on needs assessments, learning from past programs, WR key programming guidance, and safeguarding principles;
    • Ensuring partners are identified and appropriately engaged in program design;
    • Ensuring proposal designs and budgets include robust MEAL plans
    • Ensuring the project budget will enable the project to be delivered as designed.
  • Support the development/evolution of existing programmes;
  • Help draft/develop concept papers and proposals;

Programme management

  • Develop and manage programme implementation plans; monitor and review implementation progress against plans and document the progress and action corrective measures.
  • Ensure programs are implemented in ways responsive to the communities in line with WRB principles, values, and strategic plan and following WRB and donor compliance procedures.
  • Effectively use support services (supply chain, admin, HR, finance) to undertake key activities to ensure that all programme activities are being effectively and efficiently implemented;
  • Serve as the overall budget holder for programmes; manage and support budget holders for individual projects; track budget spending and ensure timely reviews of financial transactions and budget consumption every month;
  • Ensure that all projects have clear indicators aligned with WRB priorities, useful and accurate baseline data,, and staff-friendly reporting formats in coordination with the MEAL team;
  • Ensure on-time, high-quality donor and internal reporting
  • Ensure that country strategy and the annual country plans are implemented and reviewed;

Program quality and technical excellence

  • Ensure the country program delivers high-quality, multi-sectoral programming in both development and humanitarian contexts (as appropriate).
  • Monitor and advance the technical and operational quality of programmes, including conducting regular field visits, soliciting inputs for the design of new programs,, and collecting ideas for innovation.
  • Lead regular reflection and planning meetings with country office technical program staff to ensure strong coordination and collaboration across sectoral program areas.
  • Monitor program Key Performance Indicators and take steps to improve quality and integrated programming throughout the project cycle and across the portfolio
  • Ensure the mainstreaming of gender equality and disability inclusion into all programs.

Monitoring, evaluation,, and learning

  • Ensure that all projects have appropriate monitoring, evaluation, accountability,, and learning frameworks established and executed;
  • Monitor and evaluate achievement and progress toward project goals
  • Ensure internal and external project impact assessments are conducted;
  • Ensure the execution of baseline, periodic, and final evaluations as necessary.
  • Foster a culture of reflection and learning among program staff and ensure that programme learning is built into the programme cycle.
  • Support in the documentation of programmatic lessons learned, best practices,, and case studies for sharing with key stakeholders.
  • Prepare and implement advocacy plans in collaboration with the Country Director for the enhancement of WRB visibility.

Representation:

  • Represent WRB with donors and other development partners for WRB programs advocacy.
  • Coordinate WRB’s programs with efforts of other agencies and Government, and take participate within Civil Society Networks, ensuring the specific needs of beneficiaries are addressed;
  • In collaboration with the Country Director and Communication Manager identify opportunities and materials to contribute to communications and external engagement opportunities, acting as a spokesperson when required.

Staff management

  • Ensure people management of the Programmes department, planning and implementing specific actions to recruit, manage and motivate staff as per WRB policies and procedures;
  • Manage, mentor,, and motivate direct reports to undertake their roles and responsibilities effectively;
  • Ensure that Programmes staff have clearly defined objectives, understand their responsibilities,, and receive meaningful feedback on their performance.
  • Develop and implement staff development strategies for Programmes staff to ensure staff can perform the duties expected.
  • Manage the performance of all direct reports through:
  • Effective use of the performance management system including establishment of measurable objectives, periodic reviews,, and fair and unbiased evaluations;
  • Coaching, mentoring,, and other developmental opportunities;
  • Together with the leadership team, recognize and reward for outstanding performance;
  • Documentation of performance that is less than satisfactory, with appropriate performance improvements/ work plans.

REQUIREMENTS:

  • Mature and personal Christian faith
  • Committed to the mission, vision, and values of World Relief

  • Able to affirm and/or acknowledge World Reliefs Core BeliefsStatement of FaithChristian Identity,, and National Evangelicals For the Health of The Nation document
  • Master’s degree in development studies, public administration, social sciences, Economics, project management, strategic management, agriculture, business administration,, or any relevant field
  • 7 years experience in a non-governmental organization 5 of which should be at the managerial level: programmes operations and or programme development and quality
  • Experience and knowledge of programme/project management; financial, budget,, and grants management; and people management
  • Fluent in French and English
  • Experience and knowledge of the thematic priorities of the programmes in WRB: agriculture and livelihoods, Village Savings and Loans Associations, health and nutrition, child development and protection, and faith leader engagement
  • Experience working with donors to secure and/or manage funding
  • Experience in advocacy, campaigns,, and change management
  • Experience in building networks resulting in securing new opportunities for the organization
  • Experience managing, leading, motivating,, and developing a diverse team of senior staff
  • Strategic thinking skills to develop highly ambitious business strategies and a record of accomplishment of delivery. Ability to analyze information, evaluate options, and think and plan strategically.
