Position : Child Protection in Emergency Field Animator

Purpose :
Working in 50 developing countries across Africa, Asia and the Americas, Plan aims to reach as many children as possible, particularly those who are excluded or marginalized with high quality programs that deliver long lasting benefits by increasing its income, working in partnership with others and operating effectively. Plan is committed to responding to children affected by emergencies in the countries of our operation.
Given the current humanitarian crisis in the Far-North Region of Cameroon Plan International is engaged in providing life-saving humanitarian assistance, protection, education and psychosocial support. Its operations are implemented in key sectors of Child Protection, Education, WASH, NFIs, Livelihood and Food Assistance and in coordination with all other humanitarian institutions.
With a SIDA funding from 2018 to 2021 Plan International implement in the Minawao refugees camp and host Communities of Gawar, Gadala, Zamay and Koza, a project in the domain of child protection, livelihood and education. Under this project, this position is responsible for the implementation of Child Protection activities at the field level.
Dimensions of Role :
This position is responsible for Child Protection activities effective implementation in the field in accordance of Plan’s emergency child protection response in the Far North Region of Cameroon and SIDA strategy on CPIE. The Child Protection in Emergency (CPIE) Field Animator will provide effective capacities and technical guidance in the direct implementation, monitoring and evaluation of CPIE related activities at the field levels. S/he will ensure, closely with CPIE in Emergency Officer, CPiE Coordinator, SIDA Project Manager or/and other Emergency Response Team members, all CPIE activities in the refugee camp, in host communities and in the local affected communities. The Field Animator will work directly with Child Friendly Space, all Community workers and communities’ leaders to ensure CPIE activities are implemented as planned. S/He will participate in the technical co-ordination of SIDA Project, support and advocacy with the local specific protection group and sub-workings group child protection and gender based violence and other stakeholders and technical agencies relevant to the sector to ensure effective, organize animation on CPIE in the target area, identification proportioned and quality response of Plan.
The CPiE Field Animator will be based at the area of Maroua Programme Unit specifically at Mokolo or Koza Council.
Key End Results and Typical Responsibilities :
Assessment :
- Contribute to the implementation of child protection mechanisms, to the child spaces setup, also to documentation of child protection issues on the field, assess and update of the child protection situation in the target area ;
- In collaboration with CPIE Officer, support to conduct issue specific or general needs assessments as necessary, and contribute to assessments in other sectors ;
- Organize and support the community partners involved in the recovery process ;
- Support potential partnerships identification to implement CPIE and child protection recommendations, assess potential partners where available or make recommendations on how to fill gaps.
Program Design :
- Contribute in the process of mapping and data collection on the field ;
- Participate in the data collect with Plan management for the writing of concept papers, proposals and budgets for child protection activities ;
- Contribute to ensure that issues of gender, education, DRR, conflict sensitivity and ;
- Plan’s guidelines and international Child protection standards are considered in the data collect for the program design and in the Community animation ;
- Submit on weekly basis the situation report.
Response Management and Implementation :
- Organize day to day effective presence of all animators in the CFS ;
- Make regularly inventory of CFS materials and report on need for additional items ;
- Conduct parenting education with groups of men and women in the refugee and IDPs sites ;
- Conduct life skills activities with youth groups (girls and boys) in the refugee and IDPs sites ;
- Organization in the field of recreational activities by CFS animators for refugee and IDPs children ;
- Conduct in the field various sensitization campaigns with women and girls in the refugee site ;
- Animate listening spaces for girls and women ;
- Ensure vulnerable and abuse cases are properly referred to the competent humanitarian actor ;
- Follow up activities of CPIE Committees and of Community Relays on the basis on various action plan ;
- Organize the work at the Mokolo Office as the donors required ;
- Under the requirement of the CPiE Officer, CPIE coordinator or the CPIE specialist ;
- Comply with Plan’s Child Protection Policy at all times to safeguard and protect the child at all times without any reports or incidents of child abuse ;
- Comply with Plan’s Fraud Policy at all times to safeguard and protect Plan’s assets and reputation of honesty ;
- Perform any other duties to be assigned to support the attainment of organizational goals.
Monitoring, Evaluation, Accountability and Learning :
- Make field visits in the refugee camp basis of weekly plan, and in local & host communities to ensure and monitor implementation of activities, identify and report to CPIE Officer opportunities and constraints and any adjustments needed ;
- Contribute to the monitoring and evaluation of Plan Child Protection in Emergencies activities and draft recommendations for improved program design ;
- Ensure evaluation, documentation, good follow up of all referred cases and report accordingly ;
- Ensure child protection policy of Plan International Cameroon is respected by all ;
- Monitoring of survivors from CPIE abuses, identification and evaluations of their needs ;
- Organize Community meeting with beneficiaries and Community leaders ;
- Report all child protection concerns and participated in case management meetings ;
- Collect data and reports from the Community workers and submitted on weekly to CPIE Officer the Reports of activities ;
- Contribute CPIE needs assessment and Mapping of Resources and Risks.
Information and Co-ordination :
- Contribute in the reporting of CPIE activities as per donor and programme requirements, particularly in the SIDA Project implementation. Provide regular updates to CPiE officer and CPiE Coordinator on activities implementation ;
- Under the request of CPIE Officer, CPIE Coordinator and CPIE specialist, represent Plan in CPIE group coordination meeting mechanisms in the Minawao refugee camp or sub divisional level.
Human Resources and Administration :
- Supervise and ensure strong coordination of Social workers, the animators and Community relays ;
- Participate in the training and briefing of Social Workers, animators of CFS and Community relays and other key stakeholders on CPiE and/or related issues.
Dealing with Problems :
- Complexity of problems handled & the degree of investigation, analysis, & creative thinking required to solve them ;
- The job requires intense interventions on the field, in areas often at risk. This requires prudence, vigilance and compliance with security instructions on the part of the staff ;
- Decisions may affect the lives of thousands of disaster affected children, millions of dollars, security of staff, and the profile of Plan across the humanitarian sector and across media ;
- Excellent and creative leadership skills will be utilized to correct implementation of CPIE activities, in accordance with the standards, principles and with possible resistance from colleagues as is often the case in emergency response work ;
- S/he should work under pressure and accept travels and stays in areas often austere.
Communications and Working Relationships :
- Key Internal Contacts : CPIE Officer, Child Protection in Emergency Coordinator, Child Protection in Emergency specialist, other members of the Emergency Response team, Plan staff ;
- Key External Contacts : Other agencies and groups responding to the emergency, in particular those working in the emergency CPIE sector ;
- Reporting lines : Reports to the Child Protection in Emergency Officer.
Knowledge, Skills and Behaviours Required to Achieve Role’s Objectives :
Knowledge :
- GCE Advanced Level (BAC or equivalent). A degree in social sciences, law, education or related field with good knowledge of established international child protection standards and CPIE principles, can be an advantage ;
- Be able to speak one of the local languages mostly the Fulfulde, Haoussa, or any local language of Far North region ;
- At least 1 year practical working experience in emergency or with a developing organization ;
- Practical and relevant experience of operating in emergency ;
- Good knowledge and understanding of humanitarian principles and established international child protection standards and CPIE principles is an asset ;
- Demonstrable technical expertise in child protection activities implementation ;
- Excellent written and verbal communication skills ;
- Experience in the Far North of Cameroon is an asset.
