UNICEF has been working in Cameroon since 1975 in order to allow women and children to fully realize their rights to development without restriction, as enshrined in the UN Convention on the Rights of the Child. UNICEF provides financials and technical support to Cameroon across seven areas in an effort to fully realize the rights of women and children. These areas include Health, HIV/AIDS, Water-sanitation-Hygiene, nutrition, education, child protection and social inclusion. UNICEF focuses mainly on children and the most vulnerable and excluded families. Cameroon 2020 population is estimated at 26,545,863 people according to UN data. The population is young and generates strong socioeconomic demand. In rural areas, limited access to basic social services and effects of climate changes lead to household impoverishment and severe child deprivations. The task is immense but not insurmountable; it requires the energy of all stakeholders in Cameroon and out of Cameroon: also, women, men, youth and children, government, technical and financial partners, donors, civil society, the private sector, parliamentarians, communities. Everyone is invited to take part in the struggle to meet the challenges that lie ahead. It is together that we will act for Cameroon, a country which summarizes the challenges and hopes of Africa.
How can you make a difference?
Sous la supervision directe du Chief C4D, l’Administrateur(trice) National(e), Communication pour le Développement (Vaccination), sera en charge d’apporter un appui au Programme Elargi de Vaccination pour la planification, la mise en ouvre, le suivi et la documentation de strategies de communication efficaces pour la generation de la demande pour la vaccination avec un accent particulier sur l’introduction du vaccin contre la COVID-19.
Major duties and responsibilities :
- Appuyer les structures techniques du Ministere de la sante publique, dans la conception, l’execution, le suivi et l’evaluation des interventions de C4D visant le renforcement de la demande et l’utilisation des services de la vaccination ;
- Appuyer la planification, la mise en ouvre, le suivi et evaluation de strategie efficaces de communication pour generer la confiance, l’acceptation du vaccin contre la COVID – 19 et l’application des gestes barriers a travers : la recherche operationnelle, le developpement d’un plan de gestion des rumeurs et de la desinformation, d’un systeme de collecte de donnees, des messages et les supports de communication, de partenariats strategiques avec les influenceurs ete a SOP de communication de crise ;
- Participer a la revue et a la mise en ouvre du plan national strategique de communication du PEV et apporter une expertise technique sur la base des donnees sociales disponibles. Recueillir, synthetiser, rediger et /ou organiser des documents necessaires pour aider l’elaboration des strategies et des plans C4D, fondees sur des evidences pour assurer l’impact et la durabilite des realisations / resultats ;
- En collaboration avec le PEV et ses partenaires, organiser la recherche formative, le developpement, le pre-test et la production des materiels de communication, culturellement pertinent pour assurer une augmentation de la demande et l’utilisation de services de vaccination ;
- Contribuer aux efforts de plaidoyer et de renforcement des partenariats avec divers groupes sociaux, notamment les forums de gouverneurs, les associations des femmes et jeunes pour les orienter sur les approches et les techniques de communication efficace vers l’atteinte des objectifs du PEV ;
- Soutenir la mise en ouvre des initiatives de renforcement des capacites, afin d’ameliorer les competences des intervenants / partenaires C4D PEV ;
- Assurer le suivi, l’evaluation et le reporting des activites de communication en appui a la vaccination de routine et appuyer l’innovation, la gestion des connaissances.
To qualify as an advocate for every child you will have :
- Diplome universitaire en sciences sociales, (sociologie, anthropologie, psychologie, education pour la sante) avec un accent sur la communication participative, la planification, la mobilisation sociale, la recherche participative, la formation et l’evaluation des interventions de communication pour le developpement ;
- Au minimum, 2 ans d’experience professionnelle continue de travail en recherche, en planification et gestion des programmes de developpement social, avec une experience pratique dans les processus de planification des interventions en communication pour le developpement en appui aux programmes de sante, en particulier la vaccination ;
- La maetrise du francais est requise. Maetriser de l’anglais est un atout.

TECHNICAL KNOWLEDGE :
- Connaissance actuelle des theories / approche de communication, d’apprentissage des adultes et de participation communautaire ;
- Formation a l’elaboration des plans de communication, l’analyse du comportement, la recherche formative et l’evaluation des interventions en communication ;
- Capacite a organiser et a conduire des sessions de formation, y compris le developpement des outils methodologiques / pedagogiques ;
- Aptitude a s’exprimer clairement et de facon concise les idees et les concepts sous forme ecrite et orale ;
- Les competences en informatique, y compris la navigation Internet, et diverses applications de MS Office.
