Project Description :

ICAP at Columbia University’s Targeted Programmatic Support Across Countries under the Global Fund to Fight HIV/AIDS, Tuberculosis, and Malaria Under PEFAR (hereinafter, PSA), is a project that provides technical assistance (TA) and capacity-building support to the Ministry of Public Health/National AIDS Control Program, in collaboration with key stakeholders and local partners, to improve HIV care and treatment services in 74 health facilities located in three regions of Cameroon: Adamawa, North, and Far North. The overall goal of the project is to build targeted health facilities’ capacity to develop, support and sustain progress towards achieving United Nations’ 95-95-95 targets.

 

Job Purpose :

The Community Activities Officer(s) will be under the supervision of the Community Activities Coordinator, working with community actors and ICAP staff, to develop and strengthen facility-led community activity programs in the North and Far North. Specific roles and responsibilities are described in detail below.

 

Roles and Responsibilities :

  1. Serve as the link between ICAP-supported health facilities (HFs), community-based organizations (CBOs), and other local non-governmental organizations (NGOs) ;
  2. Work in collaboration with CBO focal points and psychosocial agents/case managers (APS) for the robust monitoring of facility-led community activities ;
  3. Work in close collaboration with CBOs and local NGOs to achieve the three “95” targets in HFs in assigned region ;
  4. Support and promote community sensitization campaigns on HIV (prevention of new positive cases, viral load, differentiated service delivery, index case testing, etc) ;
  5. Coordinate community testing and monitor linkage to treatment for newly identified cases and for patients who have already been identified as HIV+ at HFs ;
  6. Ensure continuous capacity-building and support of community stakeholders working in HIV ;
  7. Collaborate with special services that particularly focus in supporting survivors of gender-based violence (GBV) ;
  8. Become actively involved with Community Health Workers (CHWs) in HIV activities, notably in searching for pregnant women at their homes and around the community, and connecting them to HFs ;
  9. Improve referral and counter-referral systems between the community and HFs ;
  10. Work in collaboration with ICAP Cameroon’s monitoring and evaluation (M&E) team in order to develop data collection tools for community-level data ;
  11. Render available commodities and materials necessary for HIV activities at CBOs ;
  12. Collaborate with NGOs that focus on key populations (KP), and provide differentiated services in a complementary manner ;
  13. Monitor the implementation and effectiveness of enrollments of Orphans and Vulnerable Children (OVC) in care at HFs ;
  14. Collaborate with CBOs that focus on OVCs, for the provision of select community services (index case testing, PCR testing, viral load testing) ;
  15. Conduct regular analyses regarding the OVC program’s contribution to achieving the 3 “95” targets ;
  16. Work in collaboration with ICAP Cameroon’s site mentors and site support coordinators to enroll patients in community-based dispensation of antiretrovirals (ARV) ;
  17. Monitor the provision of quality services to stable patients (i.e. patients on ART for at least 1 year with no adverse reaction, no other illness, and evidence of undetectable viral load) at different partner CBOs ;
  18. Monitor viral load testing for patients at different partner CBOs ;
  19. Share and discuss any difficulties encountered in the field with the Community Activities Coordinator and the Regional Team Lead ;
  20. Participate in coordinated monthly meetings between ICAP, RTG-HIV, and the NGOs, CBOs, and other local community partners in the fight against HIV/AIDS ;
  21. Create monthly activity reports to be submitted to the supervisor ;
  22. Carry out any other tasks that may be assigned by the Supervisor(s) within the framework of the PSA project.

 

Experience, Skills, and Minimum Required Qualifications :

  1. Must have a minimum of a Masters degree in Public Health, Social Science, Anthropology, or other appropriate corresponding degrees ;
  2. Must have a minimum of 2-3 years of experience in community health. Experience in HIV will be an asset ;
  3. Experience working with international NGOs or government organizations ;
  4. Strong analytical capacity, strong written and verbal communication, and good interpersonal skills ;
  5. Strong mastery of Microsoft Office programs ;
  6. Must write and speak English well ;
  7. Knowledge of French language is desired.
