Evaluation Officer
Organizational Setting and Work Relationships
The Evaluation Officer post is situated in the Evaluation Service (ES) in UNHCR Headquarters Geneva. Working under the supervision of a Snr Evaluation Officer, the post focuses on operational aspects of evaluation work and will provide support on communications. This requires contributing to both centralized and decentralized evaluation, and to the design, commissioning, management and follow up of a range of different types of evaluative works undertaken by the Service.

Duties
– Provide `hands on¿ evaluation-related technical support to UNHCR Bureaux, Divisions and field colleagues decentralized and centralized evaluation planning and delivery;
– Support in the design and commissioning of evaluations, and co-manage a range of different types of evaluation;
– Support design and delivery of UNHCR evaluation-related capacity building efforts;
– Support Evaluation Service colleagues in overseeing the successful completion and oversight of evaluations and reviews;
– Work with Evaluation Service colleagues to enhance technical support and guidance for UNHCR staff at Headquarters and in the field involved with evaluative work;
– Contribute to enhanced technical quality of UNHCR¿s evaluation methodologies, tools, and procedures;
– Participate in the selection of both qualified external (independent consultants) and internal (UNHCR staff) evaluation team leader/members;
– Work with Evaluation Service colleagues to support UNHCR staff managing and/or co-manage decentralised evaluations;
– Work with Evaluation Service colleagues to co-manage centralized evaluations;
– Contribute to evaluation reports, publications and other written material produced by the Evaluation Service;
– Work with Evaluation Service colleagues to design and develop evaluation-related training modules and materials;
– Perform other related duties as required.
Minimum Qualifications
Years of Experience / Degree Level
For P3/NOC – 6 years relevant experience with Undergraduate degree; or 5 years relevant experience with Graduate degree; or 4 years relevant experience with Doctorate degree

Relevant Job Experience
Essential:
Proven track record as an evaluator of humanitarian or development operations, programmes and projects. Experience with a range of evaluation purposes, objectives and methodologies. Knowledge of UNHCR programmes and other humanitarian operations in a variety of geographical locations. Ability to write for publication with minimal editorial supervision.
Desirable:
Formal qualification or certification in evaluation work. Substantial experience in a humanitarian or development context.
