The Continuum of Prevention, Care, and Treatment of HIV/AIDS with most at-risk populations (CHAMP) project launched in 2014, has reached over 70,000 people over the project’s life.

The Senior Techncial Advisor, reporting directly to the CHAMP Chief of Party and working closely with the DCOP-Program in Cameroon, will ensure the high technical quality of both design and implementation of CHAMP project field activities and the documentation and dissemination of the project’s results, lessons learned and contribution to the global health knowledge base related to prevention and control of HIV among key populations with a special focus on documentation of monitoring and evaluation activities. The STA will serve as a liason with the global HER team as well, ensuring close coordination with the Director for Program Delivery, as well as with the HER learning cluster, to coordinate the documentation and dissemination of the project’s results, lessons learned and contribution to the global health knowledge base and to facilitate global team support to the implementation of this projects.

Your responsibilities will be as follow:

  • Program reporting (45%)

Under the supervision of the Chief of party , you are the primary responsible for providing accurate and reliable reports that depict the project’s status, activities, accomplishments, and challenges. You will provide support to the M&E coordinator to collect, organize, analyze and validate data from weekly/monthly and annual field reports and compile them into regular CHAMP reports on a timely basis to be distributed to USAID/PEPFAR, CARE USA , MOH and Stakeholders. You will monitor project tracking sheets for accuracy and consistency of data used/shared by the project. You will work closely with the DCOP program and the Director for Program Delivery (global HER team) to develop/produce a high technical quality report in a timely manner.

  • Program coordination (25%)

You will lead, with the DCOP program, the coordination of the technical support needed from the HER team. You will coordinate meetings and facilitate the cross-fertilization of the team members, and assists as technical backstopping of the CHAMP project under the supervision of the CHAMP COP. This will include working closely with the CHAMP team to communicate the overall strategy of the CHAMP project, identify and provide assistance in areas of further technical need, and, ultimately, ensuring the implementation of high-quality project activities.

  • Communication and learning technical support (18%)

You will also assist the Communication and Information Officer and the Learning Techncial Advisor in creating and maintaining a series of fact sheets, slide presentations, program highlights, short videos, media outreach and success stories that showcase USAID/PEPFAR program accomplishments, in coordination with the global HER team Learning Cluster. You will participate in documentation and dissemination of the CHAMP project successes and lessons-learned by coordinating and reviewing assessment and documentation activities, contributing to the development of technical articles and presenting findings on behalf of the project in a variety of appropriate forums including internal and external audiences at in-country and international conferences and meetings whether virtually or in person.

  • Research review (10%)

You will be responsible for conducting an ongoing review of epidemiologic, basic research and programmatic developments related to HIV/AIDS statistics in Cameroon, regionally and globally; reviewing any newly developed tools and manuals, and relevant academic journal articles; and, synthesizing, interpreting and disseminating that information to CHAMP staff, relevant partners and stakeholders, with support as needed from global HER team.

Other duties can be assigned by the direct supervisor dependint on the needs of the project.

Expériences / Formation

Masters degree in public health or related field or equivalent combination of education and work experience

Five years experience working in health programming, preferably with a focus on HIV and other infectious disease programming

USAID-funded program experience including significant responsibilty for narrative reporting

  •  Familiarity with project planning based on data to improve program quality;
  •  Familiarity with monitoring and evaluation techniques and technical review of project materials;
  •  Familiarity with the development and maintenance of data systems;
  •  Demonstrated understanding of qualitative and quantitative research methods;
  •  Excellent English and French language skills in professional writing, oral presentation and simulataneous English and French spoken communication.
