Job Description

PURPOSE OF THE JOB

Reporting to both WPE and PRoL Managers based in Buea, the Monitoring and Evaluation Officer is personally responsible to ensure the accountability of the IRC programming response for ensuring that there is adequate and appropriate communication between all the team members and the beneficiaries to ensure accurate and detailed information is collected and collated in a timely and presentable manner.

SPECIFIC RESPONSIBILITIES

Technical Responsibilities:

  • Monitoring and Evaluation Officer is accountable for the analysis and presentation of information gathered;
  • Provide periodic highlight of program progress and aspects of program reporting that needs to be improved;
  • Ensure completeness of data before submitting final monthly analysis report;
  • Ensure that protection data are disaggregated by age, gender and disability and are well documented, stored and protected with password or properly locked in cupboard;
  • Ensure the quality of data collected and support field team in ensuring the regularity, quality and respect of standard in data collection;
  • Update protection data –  on a monthly basis and provide protection incident analysis and trend;
  • Contribute actively by providing protection data analysis and trend for protection monitoring report;
  • Contribute to the compilation of data to consolidate 5W (Protection cluster, GBV sub-cluster);
  • Contribute to the collection, verification, compilation, analysis and dissemination of data, including gender-based violence incidents, using the GBV Information management system (GBVIMS);
  • Providerovide technical support to IRC programs implementing partners on data analysis and presentation;
  • Provide regular analysis of data collected in order to i) adjust IRC intervention, ii) adjust in case of default of quality data collecting, iii) inform IRC advocacy and coordination presence;
  • Organize and conduct trainings to IRC implementing partners on data management tools;
  • Contribute to the planning implementation and analysis of surveys;
  • Have a clear understanding of the programs goals and objectives and what aspects of M&E will assist in these achievements;
  • Support IRC team in the representation at  cluster / sub-cluster meetings;
  • Perform other responsible related duties as required or requested by Supervisors.

 She /He will:

  • Participate in lesson learnt meetings/workshops; and:
  • Systematically and securely document the reports.

Managerial Responsibilities:

·     Collaborate with other agencies and stakeholders in the sharing of skills and information.

  •  Represent IRC at workshops and meetings with relevant stakeholders.

Qualifications

  • University degree in statistical sciences, social sciences or other related field;
  • Previous experience working within the management team of a large organization;
  • At least 2 years of significant experience in program monitoring and evaluation (quantitative and qualitative data);
  • Experience in activity planning;
  • Practical experience in adult education / training;
  • Significant work experience in program monitoring and evaluation, including data analysis, development of logical frameworks, reports and databases.

Experience working with programs that respond to human rights violations, prevention and response to gender-based violence (GBV) is a strong asset

Skills and Abilities:

  • Ability to capture data using Microsoft Excel and other modern tools like Kobo Collect.
  • Ability to organize tasks, provide supervision to t team and identify priorities. Must have strong organizational diplomacy and communications skills; proven computer literacy (Microsoft words and excel);
  • Honest, responsible and in good physical condition to meet the demands of job;
  • Good command in spoken and written English as well as  Pidgin-English;
  • French is an asset.
