The Asian Infrastructure Investment Bank (AIIB) is a multilateral development bank whose mission is financing the Infrastructure for Tomorrow—infrastructure with sustainability at its core. The Corporate Procurement Division (CPD), under the Facilities and Administration Services Department (FAS), is responsible for the procurement of goods, works, and consulting services to support AIIB’s operations. CPD is also responsible for developing and updating AIIB’s corporate procurement policies, directives and procedures. It provides training to staff to build their capacity to participate in procurement activities and transactions. AIIB’s corporate procurement has been digitalized with entire transactions and reporting generated by selected e-procurement systems.
AIIB seeks a procurement expert who has extensive experience in the procurement legal framework and procurement transactions to serve as the Manager, CPD. Specifically, they will manage AIIB’s corporate procurement portfolio and supervise a team of procurement professional staff. They will be accountable for the effective implementation of the corporate procurement function in accordance with AIIB’s policies and procedures to ensure that corporate procurement activities follow the procurement principles of economy, efficiency, fairness and transparency in support of the Bank’s operations. The Manager reports to the Director General, FAS.
Specific Responsibilities include but are not limited to:
§ Supervise a team of procurement professionals to build team capacity and technical competence to perform AIIB’s corporate procurement mandate;
§ Manage corporate procurement requirements from all business units for procurement of goods, works and services including consulting services from companies and individuals through strategic supplier market development and management;
§ Ensure procurement activities in full compliance with the Bank’s corporate procurement policy and procedures;
§ Lead the review, amendment and updating of the corporate procurement legal framework as necessary;
§ Lead the communications with internal and external clients on procurement-related issues and outreach on AIIB-funded opportunities for global suppliers and consultants;
§ Lead the development and implementation of the e-procurement systems; oversee the efficient execution of the e-procurement systems process flow and daily operations;
§ Lead the provision of procurement advice and training to Bank staff and suppliers to build their procurement capacity for effective participation in procurement transactions.
Requirements:
§ Minimum 15 years relevant experience of public procurement in large international organizations or enterprises, particularly in a multicultural and dynamic working environment;
§ Proven managerial experience in supervising a team of professional staff;
§ Excellent analytical, communication, coordination and personal interaction skills;
§ Strong hands-on experiences in e-procurement system processing and management;
§ Sound knowledge and significant experience in sourcing and category management for procurement of goods, works and services including consulting services;
§ Intensive understanding of the industry practice for public procurement compliance and governance;
§ Strong track record of integrity and exposure to the best-in-class process of managing integrity issues with vendors;
§ Master’s degree or equivalent in public procurement, business administration or related fields or alternatively, university degree and at least 15 years of specialised experience related to procurement in multilateral financial institutions.
