•Provide process safety engineering expertise in support of the design, construction, commissioning, start-up and operation of the ExxonMobil Huizhou Chemical Complex. •Provide technical support to programs focused on enhancing process safety, including: •Conducting formal risk assessments and participating in Process Hazard Analyses for the facility, •Understanding and applying Company standards / practice to develop solutions to reduce risk through appropriate and consistent risk decision making, and •Conducting process safety reviews during new projects and leading other process safety-related studies / analyses and supporting development of related control measures. •Advise Operations and Maintenance in identifying and managing process safety risks and hazards associated with the processes, operations and equipment and the health of control measures; provide expert technical support to help drive site improvements, including: •Reviewing key safety systems and recommending corrective actions, •Supporting effective identification, assessment, and prioritization of risks and the tracking and completion of risk reduction activities in a timely manner, and •Providing technical support (and leadership if called upon) in incident investigations and case management. •Support the compliance with regulatory Process Safety Management and Risk Management Plans and technical support to safety, and regulatory audits. •Apply process safety-related aspects of Company Practices, Site Standards, Industry Codes/Standards and Best Practices, including: •Create new standards or modify existing Site safety standards related to process safety, and •Communicate changes in work processes and hazard mitigation to line management.
•Bachelor degree or above in Chemical Engineering or related major. •A minimum of 5 years of petrochemical or refining experience in one or more of the following areas: Safety, Operations, and / or Engineering Design. •Experience with hazard identification, risk analyses and assessment methodologies and tools •Working knowledge of industry codes, standards and practices relevant to process design and safety (e.g. ASME, API, NFPA, ANSI, etc.) and Recognized and Generally Accepted Good Engineering Practices (RAGAGEP), •Working knowledge of the relevant technical computing tools •Strong analytical skills and knowledge of the use of analytical tools •Experience in formal incident investigations •Understanding and experience with application of the following is an advantage: •Risk assessment techniques: Inherent SHE Review, HAZOP, MAHCLRA, SBOARA, HAZAMS, Fire Protection Survey, Safety Relief Valve and Flare Header Review, Facility Siting/Building Study. •Risk scenario development techniques, including assignment of probabilities and consequences. •Pressure Relief Analysis techniques. •Human Factors tools and local programs to analyze complex Human Factors issues, identify the risk factors, and recommend solutions. •Assessment and management of toxic materials. •Factors which influence blast strength on permanent and temporary structures. •Controls and Protective System Design concepts and impact in risk assessments. •Skills necessary to design and review fire protection systems, assess the condition of existing fire protection systems, and provide expertise for firefighting strategies/tactics. •Demonstrated effective field intervention skills and field audit experience at a large manufacturing facility is an advantage. •Experience in design, commissioning, start-up of a petrochemical facility is an advantage. •Experience in international projects, multi-national company (MNC), Wholly Owned Foreign Enterprise (WOFE) or JV is an advantage. •Effective team player. •Fluent in speaking and writing English. •Willingness for 1-2 year’s short-term relocation, if required.
