CHILD SAFEGUARDING:
Level 3: the post holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff.
ROLE PURPOSE:
Save the Children is looking for an energetic and proactive individual with a passion for strengthening learning in organization, with experience of monitoring and evaluation, or of research and statistics, to work closely with project operation team.
The primary objective of the post holder is to set up and implement a robust Monitoring, Evaluation, Accountability and Learning (MEAL) system to improve the quality of programmes. The post holder will provide the necessary technical support of monitoring and evaluation during the project management cycle, ensuring MEAL system is functioning. The post holder will report directly to the MEAL Manager and also work closely with the project operation team, Technical Advisors (TA), New Business Development (NBD) and Awards Management team to contribute to timely reporting to donors and stakeholders.
In the event of a major humanitarian emergency, the post holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.

Role Dimensions: external representation with community stakeholders, frequent travels (10 -15 days/month)
KEY AREAS OF JOB DUTIES :
- Ensure the MEAL System is functioning at project Level.
- Support strengthening of the MEAL system at national level.
Project Level:
- Provide technical input to the project design. Including identify appropriate MEAL activities and ensure the budget is included; work with TA to develop project logframe, identify SMART indicators.
- Provide guidance on project evaluation. Including technical support on evaluation design (purpose, scope, methodology), data quality review, ethical review, etc; provide technical support on the quality of evaluation report.
- Take lead in developing project MEAL plan, supporting the proper tracking and assessment of the results throughout the project management cycle.
- Analyse project performance and feedback in a timely manner to ensure projects are on track and with good quality control.
- Support operation teams to ensure progress of indicators are properly and accurately described in donor reporting.
- Ensure that the Feedback and Reporting System (FRS) is used in projects, supporting the operation team in gathering feedback from multiple stakeholders and adapting for project improvement.
- Documenting best practices and lessons learned in M&E, and building the capacity of operation teams to conduct regular monitoring.
National Level:
- Quality Benchmark (QB) performance dashboard
- Maintain the national QB action tracker, support the KPI focal point in collating and reporting QB data.
- Develop the QB dashboard at national level, assist the Extended Senior Management Team (ESMT) with overall understanding of QB performance.
- Total Reach (TR) reporting
- Lead the annual collection of TR data.
- Support the MEAL Manager with TR reporting in line with the Country Strategic Plan (CSP).
- Working closely with MEAL Manager
- Support knowledge management and facilitate evidence-based learning activities.
- Conduct MEAL capacity building activities for all staff.
- Perform other duties as assigned this role based on the rolling changes to MEAL function, which may includes but not limited to MEAL work in emergencies, ect.

QUALIFICATIONS
- Bachelor’s degree at least; Master’s degree is preferred.
- Major in Social Sciences, Economics, Statistics, development studies or other related fields.
- At least 3 years’ working experience in above fields, or at least 3 years’ experiences of project management.
- The certificate of MEAL Dpro, and/ or the certificate of PMD pro is preferred.

Language and Technical Skills
- Flunency oral and written communication skills in English and Mandarin.
- Advantage knowledge of data visualisation skills (PowerBI, SharePoint, Excel, Think-cell, PowerPoint, etc).
- Advantage knowledge of data analysis skills. The Knowledge of R/STATA/SPSS will be a plus.
General:
