Background

Since 2001, the UNDP programme in Cyprus has been delivering mainly EU funded interventions, to support Greek Cypriots and Turkish Cypriots on confidence building measures by encouraging dialogue and cooperation, and supporting the development of environmental, economic and social infrastructure on the island.
As such UNDP in Cyprus provides a diverse package of programmatic services to a range of partners which contribute to building a conducive environment for the peace process. In particular, the implementation of confidence building measures contributes to the building of trust between the two communities while demonstrating to the public at large that the communities can work together on critical issues that are of importance to all inhabitants of Cyprus across three focus areas:
- Empowering communities to protect cultural heritage ;
- Strengthening inter-communal mechanisms ;
- Improving environmental, social and economic infrastructure.
The “Local Infrastructure Facility” (LIF) to coordinate and support the implementation of EU funded infrastructure projects in the northern part of Cyprus.
The LIF will help identify, screen, mature, prepare for tender, and implement local infrastructure investments, targeting the funding on competitive basis to ensure best value for money and providing support also to those communities with a lower technical and administrative capacity. This will in turn result in a greater positive impact on the standard of living of local populations and increase the visibility of EU interventions in the priority areas. Moreover, synergies with the UNDP Cyprus will be established, in particular for the visibility and communication aspects. The project is funded by the European Union.
The Project and Programme Associate works in close collaboration with the programme, operations and projects’ teams and contributes to the smooth implementation of the programme and exchange of information.
Duties and Responsibilities
Summary of Key Functions:
1) Support to management of the LIF project (50 %);
2) Provides effective support to programme, including projects formulation and implementation (45 %);
3) Contribute to Support to knowledge building and knowledge sharing (5 %).
1) Provides effective support to management of the project(s) focusing on the achievement of the following results:
- Collection of information for identification of areas for support and project(s) formulation/implementation;
- Maintenance of teams’ status reports, best practices, lessons learned, recording on section in intranet and compiling of information for programme/project management;
- Extraction of data from various sources;
- Research and retrieval of statistical data from internal and external sources; preparation of statistical charts, tables and reports;
- Follow up on deadlines, commitments made, actions taken and coordination of collection and submission of the reports to project manager;
- Update of project details in Atlas, revision of project award, budget and status;
- Creation of requisitions in Atlas for development projects, register of receipt in Atlas;
- Use of automated office management system;
- Compilation and preparation of briefing and presentation materials, speeches, background information and documentation for meetings and missions;
- Preparation of minutes of meetings and follow-up;
- Administrative support to conferences, workshops, events;
- Organization of regular and ad-hoc meetings; preparation of minutes and summaries of actions to be taken; tracking of progress on planned issues; follow-up with focal points;
- Screening of incoming communications, filter outgoing correspondence for supervisor’s signature, clearance and further action by other staff; wherever possible;
- Adherence to appropriate protocol and correspondence guidelines by office team when communicating with authorities and other external partners;
- Support to organization of procurement processes.
1.a. Operational tasks:
- Update of project details in Atlas, revision of project award, budget and status;
- Creation of requisitions in Atlas for development projects, register of receipt in Atlas;
- Use of automated office management system.
1.b. Supervision and coordination of the gender analysis under LIF project:
- Support to gender analysis and gender action plan under the framework of the ongoing project(s), as well as for the new programming areas, if/when needed.
- Organisation of the training sessions, local community visits and focus group discussions during the exercise.
1.c. Supervision and coordination of the capacity building activities under LIF project:
- Implementation and supervision of the capacity building activities, in collaboration with the UNDP capacity building consultant.
- Organisation of the training sessions, field visits and focus group discussions during the exercise.
1.d. Managing the Feasibility Study for the improvement of public services within the boundaries of
the Nicosia walled city in the Turkish Cypriot community.
- Supervision of the contractual obligations of the service provider.
2) Programme formulation and implementation & Project formulation and implementation:
- Draft preparation of background information for programme/project formulation, support project documentation preparation, work plans, budgets, proposals on implementation arrangements in line with the UNDP Results Based Managemnet;
- Contribute in preparation/reviews of project-related documents and quarterly/annual project reviews and ongoing monitoring, compiles standard correspondence and presentations on the projects/programmes;
- Coordination of project activities with consultants;
- drafting terms of reference for the consultants;
- Maintaining data on submission and response times
- Supporting the implementation of the office Evaluation plan , including support in preparation of Terms of References, provision of logistical support to data collection missions, review of draft evaluation reports, and support to uploading and updating relevant information in the UNDP Evaluation Resource Centre (ERC);
- Support to operational and financial closure of projects, including appropriate reporting to HQ as necessary;
- Supports creation of strategic partnerships and implementation of the resource mobilization strategy;
- Support to the development and implementation of new project areas on environmental matters and crisis response including in the field of Disaster Risk Reduction, waste and water management;
- Managing the assessment contracts such as economic impact analysis based on the effects caused by the Russian-Ukranian war;
- Supervision of the lead researcher and the research team on their contractual obligations and assignments;
- Coordination of the communication between Good Offices and UNDP.
3) Supports knowledge building and knowledge sharing in the office focusing on achievement of the following results:
- Supervision of the interpretation services for all projects;
- Organising and participating in the learning programmes and trainings for the operations/ projects staff on programme;
- Contributions to knowledge networks and communities of practice;
- Support to the learning and the greening the blue committees;
- Development of new projects by following the guidance of the open call for proposals of moonshot facility.
Institutional Arrangement
The Project and Programme Associate will be based at the UNDP Cyprus Office in Nicosia. He/She will be reporting, under the supervision of the UNDP Cyprus LIF Project Manager.

Required Skills and Experience
Education:
- Secondary education
- Bachelor’s Level Degree in Public Administration, Economics, International Politics, Political Sciences, Social Sciences, media relations, journalism, publishing or related field would be desired, but not a requirement.
Experience:
- Six years of graduate experience in project management/programme support would be required.
- Alternatively, if in procession of Bachelor’s degree, three years of relevant work experience in project management/programme support would be required at the national or international level.
