About the mission
In Venezuela, people are faced with hyperinflation, struggle to find necessities, lack of medicines and access to medical services in addition to a rise in crime rates. Many Colombians, formerly settled in Venezuela have decided to go back home while many Venezuelans chose to migrate to major cities in Colombia or to transit through them during their journey to other countries in the region. They walk along the roads, often with no means or possessions. One of the main routes for those travelling to Bogotá or Medellín goes through Bucaramanga. Walkers called the Caminantes use this road every day.
SOLIDARITÉS INTERNATIONAL is at the moment running or providing support to several shelters located at strategic points on the migration route in Santander and North Santander. SOLIDARITÉS INTERNATIONAL is ensuring access to basic services for persons on the move using these shelters, with a particular focus on access to water, sanitation and hygiene (rehabilitations/construction for water supply, sanitation facilities, provision of hygiene items, etc.). We are also improving shelter infrastructure and delivering food assistance as well as healthcare and psychological support services through partners. SOLIDARITÉS INTERNATIONAL has started to provide daily transportation services for the most vulnerable and PWSN (People with Specific Needs) Caminantes.
SOLIDARITÉS INTERNATIONAL is seeking to further develop this response in a new geographical area and wishes to open a new base in Yopal.
About the job
General objective:
The Consortium Coordinator will be coordinating a massive BPRM program of 11,6M USD available from mid-2021 to cover the entire duration of the consortium (two years). SOLIDARITÉS INTERNATIONAL leads the consortium and is in charge of WASH, Shelter and Food Security activities while the French INGO Première Urgence Internationale will be responsible of the health and protection components and the Lutheran World Foundation of additional protection, WASH and Food Security activities in areas not covered by SOLIDARITÉS INTERNATIONAL. The program takes place in the different Colombian departments:
- Santander and Norte Santander where SOLIDARITÉS INTERNATIONAL already operates
- Casanare where SOLIDARITÉS INTERNATIONAL wishes to open a new base in Yopal
- Arauca covered by PUI and LWF
The objective of the Consortium is to deliver a multisectoral assistance to migrants and refugees in transit on two main routes between Colombia’s Venezuelan border and the two cities of Bucaramanga and Yopal.
The Consortium Coordinator is responsible for the smooth functioning of the program, its harmonization and quality as well as of the relation with BPRM (together with SI Country Director).
List of main tasks:
- Strategic orientation.
- Coordination, technical support and operational monitoring.
- Supervision of relevance and quality of the Consortium’s projects.
- Capitalization/reporting/communication/representation.
The main challenges:
The consortium is new and significant in terms of size, dimension and objectives. All the consortium governance is to be established.
Priorities for the 2/3 first months:
- Fundraising and development of the mission;
- Stabilization of the activities and mission;
- Safety and security of personnel.
Management: The consortium coordinator will have a very small dedicated team (one monitoring manager) and will have functional links over the different technical and program coordinators of the different NGOs.
Your profile
Education: Any generalist background with a high sensitivity on program analysis is welcome
Experience:
- 3 years of humanitarian experience in senior project coordination;
- Successful experience in expatriate team management and multi-sector programmes;
- Experience in capacity buildings of teams;
- Skills in humanitarian analysis and external representation is a prerequisite;
- Experience in Latin America is an asset.
Technical skills and knowledge:
- Knowledge on project management ;
- Technical experience in WASH, food, hygiene or shelter is an asset;
- Training and capacity building skills ;
- MS office.
Languages: Spanish and English are mandatory
Other desirable qualities: leadership and management / coordination with partners / planning and prioritization / flexibility / capacity to work under stress / solution making oriented / Team player
Si will offer you
A salaried post: According to experience, starting from 2600 euros gross per month (+ 10% annual leave allowance paid monthly) and a monthly Per Diem.
SI also covers travel expenses between the expatriate’s country of origin and the place of assignment as well as accommodation costs via an individual housing allowance.
Vacation: During the assignment, a system of alternation between work and time off is implemented at the rate of 7 working days every three months (with 850 USD allocated by SOLIDARITÉS). To these break periods, it is necessary to add the granting of one additional rest day per month worked.
Social and medical cover: Expatriates benefit from an insurance package which reimburses all healthcare expenses (including medical and surgical expenses, dental care and ophthalmological expenses, repatriation) and a welfare system including war risks. Essential vaccination and antimalarial treatment costs are refunded.
LIVING CONDITIONS: The housing conditions are generally good in Colombia with all services available.
Covid 19 :
SI recommends vaccination against Covid-19, using WHO approved vaccines. If possible, the vaccination should be done before departure in order to reduce the logistical constraints once on the ground.
