Result of Service

• Output 1: Technical document showing the methodology to be implemented for the data collection to identify the progress and/or scope achieved by the Integral Urban Revitalization Plans from an urban-rural perspective.
One (1) month from the start of activities.

• Output 2. Document containing an analysis of the results and components developed in the various Urban Revitalization Plans carried out by the District Secretariat of Habitat, focusing, in this case, on the understanding of the programs from an urban-rural perspective. The document should include:

1. Analysis of the existing urban-rural components, showing structural weaknesses and shortcomings in the key aspects of the territory.
2. Determine the progress and scope of the objectives developed through the implementation of the PIRs from an urban-rural perspective.
3. Characterization of the territories from their urban-rural components, which includes the analysis of their territorial implantation and their incorporation with the predominant rural components.
4. Development of descriptive cartography showing the prevailing conditions of the territories included in the project.
5. Development of an analysis describing the initial situation of the territories and the impact achieved through the revitalization plans from an urban-rural perspective.
6. Analysis of the problems and shortcomings in the processes of development and implementation of the PIRs from an urban-rural perspective.
Four (4) months from the start of activities.

• Output 3. Document with methodological guidelines for the promotion of the Integral Urban Revitalization Plans, including the development of conclusions and results that allow for a better execution and management of the same. The document should include:

1. Results achieved by the PIRs from the urban-rural components.
2. Conclusions regarding the existing problems and the objectives achieved in the execution of the programs.
3. Analysis of the structural elements in terms of urban-rural components that should be incorporated into the PIRs in order to increase their scope and success. This includes an understanding of the structuring components, continuity in the territory, intrinsic relationships, among other relevant issues.
4. Guidelines for the implementation of the recommendations proposed from the financial and chronological components.
5. Guidelines for the mitigation of the problems identified in the implementation of the PIRs.
6. Promotion and incorporation of good practices and key elements that allow a better incorporation and understanding of urban-rural processes within the PIRs.
7. Recommendations that include innovation components from a New Urban Agenda and Sustainable Development Goals perspective.
8. Guidelines for the methodological consolidation of the Plans from an urban-rural perspective that allows an easy replication of the same in other territories of the District.
Six (6) months from the start of activities.

Qualifications/special skills

Education

Degree in Architecture, Engineering, Urban Planning, Economy, Agronomy and/or related fields. Postgraduate degree in areas related to territorial management, urban-regional planning, urbanism, territorial studies, rural development and/or related fields or an additional four (4) years of experience relevant to the position would be accepted in lieu of the advanced degree.
Professional Experience
Minimum four (4) years of work experience in urban and rural development studies, territorial and regional planning, studies on urban-rural linkages and urban sprawl and/or related. Previous experience in the United Nations System will be considered an added advantage.

Languages

The language of the consultancy is Spanish and English, other official languages of the United Nations will increase score.
