Role
Under the overall guidance of the Human Settlements and Infrastructure Senior Specialist, the Infrastructure Consultant will provide support in functions relating to sector development and methodologies focused on climate-resilient infrastructure and broader adaptation planning. The consultant is needed to support the Senior Specialist in: countries pilots devoted to systemic solutions for adaptation/climate-resilient infrastructure (CRI) projects pipeline origination; coordination and monitoring of the development of guides/ toolkits related to the HSI/CRI. The work will also encompass assistance to other Sector Specialists. I relation to all presented support consultant will play a pivotal role in the work planning, coordination, meetings setting, procurement and contract management related activities as well as workflow co-ordination, like filling information, gathering inputs, providing meeting summaries and agendas etc.
Duties and Responsibilities
The Consultant will be responsible for but not limited to:
• Conducting market, GCF portfolio/ pipeline research and analyses related to Climate Resilient Infrastructure (CRI) sector (including methodologies development), and broader adaptation to climate change, if related.
• Conducting and monitoring procurement processes, contracting and payments and managing related deadlines.
• The overall HSI workflow coordination, including information/ documentation filing, gathering inputs, meetings coordination providing meeting summaries and agendas, and managing deadlines.
• Coordination of work of special Working Groups in GCF related to the HSI area and coordination of work with external partners and steering committees.
• Providing support to the DPM Sector team within other assignments, as needed.
• Proactively managing the planning and recording of the DPM Sector team’s risk review function so that it meets the required standards of quality, efficiency, effectiveness and timeliness, through use of internal tools and applications e.g. Asana;
• Coordinate the internal and external communications of the team by timely responding to requests for information;
Required Experience and Qualifications
• Minimum three (3) years’ experience with a master’s level degree or six (6) years’ experience with Bachelor level degree of experience or equivalent combination of relevant education and experience in adaptation to climate change-related subjects.
• Proven experience in project management, especially the ability to conduct independent planning, delivery on deadlines, input mobilisation, targets refinement, and quick reaction to requests.
• Ability to create and manage financial sheets in relevant programs.
• Ability to draft presentations adjusted to types of stakeholders.
• Knowledge of international organisations is highly desirable.
• Organized and detail-oriented, with the ability to multi-task and deliver quality work on time under pressure.
• Knowledge of GCF projects, programmes and policies is a valuable plus.
• Excellent command of written and spoken English, knowledge of French and Spanish is a plus
