PURPOSE

The role of the COP Lead for Circular Economy (hereinafter referred to as “the Lead”) is to leverage knowledge and expertise on the subject, as well as the unique culture GGGI has built globally, and serve as an advisor on circular economy opportunities to our member and partner countries. The Lead is expected to originate innovative projects and initiatives, while providing technical support to in-country programs, and contribute to thought leadership and knowledge sharing, as well as to analyze best practices and lessons learned of in-country programs or potential member countries relating to circular economy, including waste management. The general role of this position is to work with GGGI in-country teams to originate and expand thematic programs/projects as well as other collaborative projects on sustainable circular economy. Within the role, it is also expected of this position to lead and manage the following:

  • Design and implement innovative approaches for scaling up of circular economy projects in a holistic manner.
  • Design and launch practical technical assistance (TA) initiatives of combining multilateral/bilateral financial instruments and private sector driven investments into a green development package,
  • Develop strategies for mobilizing green investments on resource-efficient and nature-conservative actions,
  • Analyze and prepare knowledge products and services on circular economy development, such as studies on sustainable circular economy policy and regulatory framework, design tools for waste-to-resource projects, and pipeline developments for waste-to-energy and resource recovery facilities,
  • Develop and operate research and business development (R&BD) initiatives promoting value-sharing partnerships between green-technology providers, investors, public entities, and governments for launching entrepreneurial pilot-testing and applying innovative green technologies for large-scale green development,
  • Lead the implementation of the circular economy projects, including the full project management cycle including, but not limited to, budget management, program design and development, staff planning and management, and project monitoring and evaluation.
  • Originate and develop spin-off opportunities of the circular economy projects,
  • Assess effectiveness of circular economy program activities and recommend improvements to meet key milestones for the program scoping and set-up,
  • Analyze Private Public Partnership (PPP)-driven pathways of sharing risk and green-reward, and lead consulting risk management approaches and PPP-facilitating policy/regulatory framework in collaboration with public and private stakeholders,
  • Plan and implement capacity development materials and programs,
  • Under the guidance of ADG, work with Senior Specialist for Financial Collaboration and Outreach for the evaluation, operation, and management of Korea Green New Deal Fund (hereinafter referred to as “KGNDF”), and
  • Conduct the periodical review of ongoing KGNDF projects and provide recommendations to address the project risk and possible mitigation measures.

QUALIFICATIONS

  • An advanced degree (Master’s or higher degrees) relevant to green growth policies, circular economy or waste management is a requirement, in details, Environmental Engineering, Civil Engineering, Project Management, Industrial Ecology, Waste Management, or a comparable relevant field.
  • Preferably 8 years of relevant project management experience at senior levels (e.g., leading actual project development and implementation), ideally across some of the regions and including project design and development, and participatory planning.
  • Working experience with the project management as Project Manager or Team Leader, is an advantage.
  • The candidate needs to demonstrate previous work in similar project (multi-year, multi sector, complex operations, etc.) funded by international donors or government stakeholders.
  • Good knowledge in monitoring and evaluation systems within a performance-based management context.
  • Must be fluent in English – speaking, reading, and writing.

  • Experience in at least one of the following areas: circular economy including waste management; green buildings or industry; and climate technology related project development.
  • Leadership, teamwork, and creative problem solving.
  • Outstanding stakeholder engagement, client relationship management, and communication.
  • Proven ability to manage multiple projects to deliver results on time and on budget.
  • Ability to communicate effectively with stakeholders and share information.
  • Resourceful and able to develop and operationalize strategies to achieve outputs and outcomes, and
  • Knowledge of and experience in adhering to internationally agreed environmental and social safeguards (ESS) and gender-sensitive design requirements.
