Mission

Reporting to the Deputy Medical Director, the Pharmacy Manager will work with the MSF movement’s supply circuits as well as regional supply circuits to implement a coherent, efficient supply system to support all WaCA projects with the objective of:

  1. Elaboration of different health product management policies (from procurement to destruction) according to MSF standards and in line with the WaCA vision.
  2. Ensure good practice in terms of health product management in accordance with MSF policies and protocols and national and international laws.
  3. Implement a robust med-pharma-supply strategy to ensure continuous availability of healthcare products essential to our operations.
  4. Identify and provide missions and projects with the necessary pharmaceutical management tools.
  5. Monitor the consumption of all WaCA interventions and ensure the proper preparation of international orders for all online projects.
  6. Propose strategies for rationalizing orders and transport costs in collaboration with the Flying Pharmacist.

Objectives

The objective of the position is to ensure that procedures, protocols and systems are in place to ensure pharmaceutical supply, health product quality and patient safety.

Main responsibilities / Activities

1.Technical support in the field

  • Participate in the definition of medico-operational policies for MSF WaCA missions by providing expertise in the field of pharmacy and support in implementation.
  • Provide support to mission pharmacists and medical coordinators in the preparation of international and/or national orders, in compliance with drug quality standards, actual consumption and various operational contingencies.
  • Provide technical support on pharmacy organization at various levels (coordination, project, consumption unit): organization, size, layout, storage conditions (Good Distribution and Storage Practices).
  • In collaboration with the Flying Pharmacist, ensure the implementation of Good Pharmaceutical Practices (GPP) on all projects and missions.
  • Provide support and assistance to medical coordinators and mission pharmacists in analyzing monthly pharmacy reports, monitoring KPIs (Key Performance Indicators) and ensuring that medical orders are properly estimated.
  • Implementation, in collaboration with the missions, of various tools to ensure the rational use of medical products.
  • Assistance with the management of specific stocks (psychotropic drugs and narcotics / cold chain / nutritional inputs/ pre-positioned stocks).
  • Provide support to the various countries for the destruction of medical products in line with MSF standards and the policies of each country.
  •  Provide support in the face of various import constraints in certain countries.
  • Budgeting of medical orders
  • Collaborate with medical teams in missions and at headquarters, participate in meetings and actively contribute to medico-operational discussions.
  • Participate in programming and setting up new pharmacies in the country.
  • In collaboration with the Deputy Medical Director, the Head of Supply and the Head of Logistics, define the composition, organization and management of pre-positioned stock in the various countries.
  • In close collaboration with the Head of Human Resources, participate in the planning, composition, and definition of the size of the pharmacy staff in the missions and supervise the associated procedures.
  • Represent MSF before the authorities on all issues relating to pharmaceutical supplies.
  • Develop a network with pharmacists in the West and Central Africa region to learn about African innovations in drug and vaccine production.

2.Contribute to the implementation of a regional procurement/pharmacy unit and online project inventory management tools.

  • Implementation of order management and processing by Regional Supply;
  • Emergency stock management.

Job requirements

Education / Qualification / Pre-requisites

· Doctorate in Pharmacy

Professional experience required

  • At least two years’ experience in pharmacy management;
  • Experience in order management tools Prior experience of at least 2 years with MSF as Pharmacy Coordinator or Pharma Mission;
  • Expertise in public health is an asset.

  • · Fluency in French or English and capable of communicating professionally in the other

(According to the coordination responsibilities of the position in both French and English-speaking countries, the hired person must be able to easily communicate in both languages.)

Computer Skills

  • Proficiency and excellent knowledge in computers and Microsoft office (Excel, Word, PowerPoint, …) online structuring and referencing.
