Title of the Assignment: Recruitment of a Junior Consultant to support the AFAC secretariat.

 

 

Brief description of the Assignment: The main responsibility of the Junior Consultant is to provide technical support for the day-to-day administration of the African Financial Alliance on Climate Change (AFAC) secretariat. Responsibilities will include preparing programme documents, supporting project implementation, liaising with stakeholders, monitoring progress and reporting to the AFAC Task Manager in PECG.

Junior Consultant to support the AFAC secretariat

  1. Background

The African Development Bank is the premier pan-African development institution, promoting economic growth and social progress across the continent. The Climate Change and Green Growth Department (PECG) under the Power, Energy, Climate Change and Green Growth Vice Presidency is responsible for coordinating the implementation of the Bank’s Climate agenda. In this regard, the Department support the Bank’s Regional Member Countries implement their Nationally Determined Contributions (NDCs) as well provide internal support to mainstream climate action across the Bank’s business operations and investments under the High 5 priority areas; including the commitment to scale up climate finance to US$ 25 billion by 2025. To deliver on this mandate, PECG has established several special initiatives including, the Africa NDC Hub, the African Financial Alliance on Climate Change (AFAC), the Adaptation Benefits Mechanism (ABM), etc, aimed at mobilizing finance and technical assistance to transition Africa toward green and inclusive growth.

The African Financial Alliance on Climate Change

The African Financial Alliance on Climate Change (AFAC) was launched by the African Development Bank in 2018. It aims to put the financial sector at the centre of Africa’s climate agenda by bringing together Africa’s key financial institutions, including central banks, insurance companies, sovereign wealth and pension funds, stock exchanges, as well as commercial and development banks, to mobilise private capital flows towards continent wide low-carbon and climate resilient development.

AFAC primarily intends to foster climate action by promoting:

i) knowledge sharing ;

ii) climate risk mitigating financial instruments ;

iii) climate risk disclosure ;

v) and climate finance flows. Since 2018, AFAC secretariat has conducted various capacity-building trainings, and knowledge-sharing events to raise awareness on climate threats to the financial sector, investment prospects, and emerging trends in sustainable finance.

  1. Objectives of the assignment

Under the general supervision of the Task Manager for AFAC secretariat, the main responsibility of the Junior Consultant is to provide technical support for the delivery of activities planned under AFAC’s 2021 work plan.

  1. Main activities and deliverables

Activities of the Junior Consultant will include, among others:

  1. Analytical review of climate action within the global and regional financial sector including climate risk disclosures.
  2. Media and communication related to AFAC reports/publication.
  • Administrative support of the AFAC secretariat on-going activities.
  1. Performance of additional Department tasks as required by the Task Manager.
  2. Administration/Reporting

The Consultant will work under the overall guidance of the Director of the Climate Change and Green Growth Department and the immediate supervision of the task manager for this undertaking.

  1. Duration of the assignment

 The Consultant will work on a full-time basis for a period of six (6) months, from [June-December 2021]. The consultant will be based in Abidjan, Cote d’Ivoire and require fulltime presence in the Bank’s offices, as soon as it is practical to do so and in line with the Bank Group’s guidance for return to the office.

  1. Qualifications and Experience required
  • At least a master’s degree (or its equivalent) in environmental sciences, international development/relations, climate finance, management or other relevant areas of expertise;
  • Be a national of the African Development Bank Member Country;
  • Be less than 32 years age;
  • Have a minimum of 2 and maximum of 5 years of relevant experience;
  • Have working level knowledge of English or French (knowledge of both is an added advantage).
  • Proficiency on Microsoft Office 365 apps.
  1. Remuneration

The Consultant will be paid a monthly lump sum for the entire period in accordance with Bank’s scale set for Junior Consultants. The Bank will cover travel costs in line with its rules as authorized by the Bank in connection with the contract.
