CLIMATE CHANGE AND GREEN GROWTH DEPARTMENT

 

The Climate Change and Green Growth Department (PECG)’s broad objectives focus on mainstreaming climate change and green growth into Bank’s High 5 priorities, mobilizing climate finance and leading the Bank-wide efforts to minimize and reverse the effects of climate change on the continent. The Department consists of two main divisions: (i) the Climate and Green Growth Division, and (ii) the Environment and Climate Finance Division, and also hosts the ClimDev Special Fund (CDSF), the African Climate Change Fund (ACCF) and other special initiatives.

  1. The African Development Bank hereby invites Consulting Firms to indicate their interest in the following Assignment : Designing a Monitoring, Evaluation, Reporting and Learning (MERL) System for the Climate Change and Green Growth Department (PECG) ;
  1. The services to be provided under the Assignment include :
  • Undertake a SWOT Analysis of the existing MERL policies, systems and tools at the Bank and within PECG ;
  • Hold consultations on the design of the system with staff from PECG as well as the sectoral, resource mobilization, quality assurance, results and independent evaluation departments ;
  • Lead the development of a Theory of Change in close collaboration with PECG and Bank staff from the sectoral departments as well as the consulting firm recruited to design the new Climate Change and Green Growth Policy, Strategy Framework and action plan ;
  • Lead the design of the Log Frame for the MERL System in close collaboration with PECG and Bank staff from the sectoral departments as well as the consulting firm recruited to design the new Climate Change and Green Growth Policy, Strategy Framework and action plan ;
  • Develop the other components of the system including :
  1. Performance Management Plan o Communication Plan ;
  2. Evaluation Plan o Learning Plan o Training Plan ;
  3. Sustainability Plan :
  • Work in collaboration with the Bank’s IT department to design a dashboard to display PECG results ;
  • Provide training on use of the MERL system.
  1. The Climate Change and Green Growth Department invites Consulting Firms to indicate their interest in providing the above-described services. Interested eligible Consulting Firms or associations of Consulting Firms shall provide information on their qualifications and experience demonstrating their ability to provide the services based on relevant past/current experience, description of similar assignments and experience of qualified staff in similar conditions ;
  1. The eligibility criteria, the establishment of a short list and the selection procedure shall be in conformity with the Bank’s Procurement Policy and Procedure for Corporate Consultants Recruitment. Selection will be based on the Consultants’ Qualifications (CQS), which means that the Consultant with the most appropriate qualifications and references for the Assignment will be retained. Please, note that interest expressed by a Consulting Firm does not imply any obligation on the part of the Bank to include it in the shortlist ;
  1. The estimated duration of services is 12 months and the estimated starting date is November 15, 2020 ;
  1. Interested Firms may obtain further information at the address below during the Bank’s working hours from 08:00 to 17:00, Abidjan local time ;
  1. Expressions of interest must be received at the address below no later than October 21, 2020 at 17:00 local time and specifically mentioning Monitoring, Evaluation, Reporting and Learning System for the Climate Change and Green Growth Department.
