Consultancy Services to Conduct the Mid-Term Review of the New Deal on Energy for Africa 2016-2025
- Assignment: The African Development Bank (“The Bank”) hereby invites Consulting Firms (the Consultant) to express their interest in undertaking the following assignment: MID-TERM
REVIEW OF THE NEW DEAL ON ENERGY FOR AFRICA (NDEA) 2016-2025.
- Objective: This assignment aims to leverage operational learning and best practice from the first five years of implementation of the NDEA for greater results and impact during the remaining implementation period from 2021 to 2025. Accordingly, the Consultant will review all the energy sector operations approved by the Board of Directors of the Bank since 2016, including non-lending engagements, in relation to the seven strategic themes and nine flagship programs under the NDEA. The Consultant will also assess the capacity of the Bank to deliver on the NDEA to further support the sustainable development of the energy sector of its Regional Member Countries (RMC).
- Deliverable: The Consultant will be expected to review the NDEA across five dimensions: (i) Relevance of Strategy Design and Interventions; (ii) Implementation Effectiveness and Efficiency; (iii) Results monitoring and achievement; (iv) Sustainability of results; and (v) Lessons learned and good practices.
- Expression of Interest: The Bank invites eligible consulting firms to express their interest in providing consulting services for this assignment in the form of Expressions of Interest (EoI); with the following information:
- General qualification to perform the proposed assignment: Brochures, detailed description of similar assignments, relevant expertise, etc. Groups of consulting firms may constitute joint ventures to enhance their chances of qualifying for the assignment.
- Expertise required: Interested firms are expected to demonstrate an extensive experience in economic research, strategy and policy formulation, monitoring and evaluation, power sector planning, power market development as well as other disciplines such as energy development economics, statistics, policy engagement and private sector development, strategic partnerships around the energy-climate nexus and financing. Experience in the energy operational landscape of multilateral development institutions will be an added advantage.
- Duration: The duration of the assignment is within a maximum of 4 calendar months starting in July 2021. Key personnel for the assignment may need to travel to the Bank’s Headquarters as required within the duration of the assignment (this is contingent on prevailing travel restrictions at the time of expected travel).
- Process:
– The eligibility criteria, the establishment of a short list and the selection procedure shall be in conformity with the Bank Procurement Policy and Procedures for the Recruitment of Corporate Consultants.
– Please note that the submission of an EoI by a Consulting Firm does not imply any obligation on the part of the Bank to include it on the shortlist of Consulting Firms that will be invited to submit a full proposal.
– The Bank reserves the right to cancel or postpone this procurement process. In such circumstances, interested Consulting firms may obtain further information from the Bank via the email address below.
