RECRUITMENT OF AN INDIVIDUAL CONSULTANT TO SUPPORT PROJECT DEVELOPMENT AND COORDINATION FOR THE CODING FOR EMPLOYMENT (CfE) PROGRAM
- Expressions of interests are being requested for a Project Development and Coordination Consultant Position, within the Coding for Employment (CfE) program of the Human Capital, Youth and Skills Development Department, and the Education and Skills Division (AHHD1) ;
- Brief description of the assignment: The position is situated within the Education and Skills Division (AHHD.1) of the Human Capital, Youth and Skills Development Department (AHHD). This division focuses on transforming education systems in Africa through the knowledge building, investments in science, technology and innovation, transformation of education systems including Technical Vocational and Education Training (TVET) and investing in education and training that matches skills of today and tomorrow’s job markets ;
- About the Coding for Employment Flagship: This a flagship program of the Division, which aims to nurture the next generation of digitally enabled African youth and create 9 million direct and indirect jobs. By providing private sector relevant and demand-driven ICT training. The CfE program will equip youth across the continent with the skills needed to secure ICT, ICT-enabled, and ICT services employment ;
- The consultant will support the development new projects and coordination existing project managed under the Coding for Employment (CfE) program ;
- The consultant will also support the development of knowledge products (thought leaderships, research studies, etc.) and support business development, as well as the implementation of the Digital Skills and Innovation Development agenda within the Bank’s Regional Member Countries ;
- The African Development Bank invites individual consultants to indicate their interest in the following Assignment: Individual consultant to support project development and coordination for the Coding for Employment (CfE) program ;
- The services to be provided under the assignment are centered on the delivery of the following components :
- Contribute to the development and preparation of new projects under the Coding for Employment (CfE) program to facilitate the program expansion ;
- Support in identifying, engaging and crowding-in new partnerships to the CfE program and maintaining excellent working relationships with existing partner organizations ;
- Coordinate the CfE project implementing units in pilot countries, including supporting them to achieve KPI’s of the CfE program ;
- Support employment linkage of the program beneficiaries. This will include the development and coordination of innovative initiatives to aggregate and create job opportunities ;
- Conduct research and analysis and support the development of a Digital Skills Blueprint knowledge product to inform the Bank’s business development and investment in digital skills development ;
- Support the Task Manager in the development of knowledge and business development products for science technology and innovation (STI) including digital skills development and digital education support across the continent ;
- Contribute to conceptualizing and developing strategic activities and tools that will promote the program adoption across the Bank’s regional member countries. This will include technical support in the day-to-day communications needs and liaising with the task managers, host institution representatives, project partners, etc., to gain insights that will inform the program implementation.
- The Human Capital and Skills Development Department (AHHD) invites individual consultants to indicate their interest in providing the above-described services. Interested eligible consultants shall provide information on their qualifications and experience demonstrating their ability to provide the services (CV, documents reference to similar services, experience in similar assignments, etc). The ability to work in both English and French will be a strong asset ;
- The eligibility criteria and the establishment of a short list and the selection procedure shall be in conformity with the Bank’s Rules and Procedure for the Use of Corporate Consultants. Please, note that interest expressed by a consultant does not imply any obligation on the part of the Bank to include it in the shortlist ;
- The duration of services is 12 months and the estimated starting date is November 19th, 2020 ;
- Interested individual consultants may obtain further information at the address below during the Bank’s working hours (Monday to Friday 9:00 am to 5:00 pm GMT) ;
- Remuneration: The remuneration will be an all-inclusive monthly fee to be negotiated upon contract signature, and in compliance with the Bank’s established remuneration scale considering requisite qualifications and experience ;

For the EOI to be considered, the consultant needs to be a citizen of a member country of the AfDB and also be registered on the AfDB DACON Consultant Database and should provide the registration code.
- Establishment of the Short List: A shortlist of three to six individual consultants will be established at the end of the request of expressions of interest. The consultants on the shortlist will be judged on the following criteria on the basis of their updated resume for a final selection.
