Resource Mobilization Specialist – Individual Long-term Consultant
Expressions of interest are being requested for an Individual Long-term Consultant Position
The African Development Bank (AfDB) invites eligible consultants to indicate their interest in providing services under the Desert to Power (DtP) Initiative to support the Initiative’s resource mobilization efforts.
The Desert to Power (DtP) Initiative aims to accelerate economic development in the Sahel region through the deployment of solar technologies at scale. Specifically, DtP proposes to deliver electricity to 160 million people on-grid and 90 million off-grid and to add solar energy generation capacity of up to 10 GW through a combination of public and private interventions. The Initiative covers 11 countries; Burkina Faso, Chad, Djibouti, Eritrea, Ethiopia, Mali, Mauritania, Niger, Nigeria, Senegal and Sudan. The initial roll-out of the project will focus on the G5 Sahel countries notably, Burkina Faso, Chad, Mali, Mauritania and Niger.
The Renewable Energy and Energy Efficiency (PERN) Department of the African Development Bank (AfDB) has the broad objective of promoting the development of renewable energy both large and small scale and promoting energy efficiency along with clean cooking.
Within the Renewable Energy and Energy Efficiency Department (PERN) and under the supervision of the Division Manager, PERN1, the Resource Mobilization Specialist – to be based at the AfDB Headquarters in Abidjan – will be a member of the Desert-to-Power Taskforce.
The Consultant will be expected to provide the following service :
- Provide analyses for building strategic options for raising resources and contribute to related consultation and negotiation processes ;
- Conceptualize, elaborate and present Desert to Power resource mobilization proposals and related documentation ;
- Contribute to processes that strengthen the operational environment for resource mobilization including updating and or developing relevant implementation procedures and operational guidelines for receipt and use of funding or new financial instruments ;
- Participate in and contribute to partnerships meetings within the PERN department, the larger PEVP complex and the Bank in general on possible new resource mobilization and partnership opportunities for the Initiative ;
- Identify similar projects/initiatives for collaboration ;
- Assist in elaborating Desert to Power work programs and related execution arrangements ;
- Liaise with the identified focal points in each of the DtP target countries to ensure that the mandate of the DtP is well understood taking note that ownership of the Initiative by local stakeholders is critical ;
- Undertake other relevant activities that the Department requires.
Interested Consultants shall provide information on their qualifications and experience demonstrating their ability to undertake this assignment (documents, reference to similar services, CVs, experience in similar assignments, etc.). The ability to work in both English and French will be a strong asset.
The eligibility criteria, the establishment of a short list and the selection procedure shall be in conformity with the Bank’s Rules and Procedure for the Use of Consultants. Please, note that interest expressed by a Consultant does not imply any obligation on the part of the Bank to include him/her in the shortlist.
The expected duration of services is twelve (12) months, with the possibility of an extension subject to performance and the availability of resources. The estimated starting date is mid/late October 2020.

A shortlist of three to six individual consultants will be established at the end of the request of expressions of interest process. The consultants on the shortlist will be judged on the following criteria:
