Junior Consultant – Knowledge Sharing, Data Management
Title of assignment : AHVP Front Office research, knowledge sharing and data management assistance ;
Brief description of the Assignment : The role of the Junior Consultant will be to support the AHVP Front Office Advisor (Partnerships and Advocacy) in the successful delivery and enhancement of the lending and non-lending work of the AHVP.

ESTABLISHMENT OF THE SHORT LIST :

Terms of Reference
Knowledge Sharing and Data Management
Background :
The African Development Bank (the Bank) is a leading development institution on the continent, focused on promoting economic development and poverty reduction. It engages with the full range and complexity of development challenges in Africa. The Bank has integrated operations, lending directly to the public and private sectors through a variety of instruments. It also provides advisory services to Regional Member Countries.
Rationale :
The Bank’s Agriculture, Human and Social Development Complex Front Office takes on a number of wide-ranging responsibilities in support of the Complex Vice President, as well as in support of Departments, Initiatives, Programs and Secretariats under the Vice President’s portfolio. A cross-cutting theme across this support network is the need for coordinated, concise and verified data and knowledge sharing related to the Complex’s partnerships and advocacy leadership role.
The Front Office seeks a junior consultant to join the team in carrying out its work objectives. While the following “Tasks and Deliverables” section offers a general overview of the position, the successful candidate will need to have adaptability to take on a variety of tasks across a diversity of disciplines in support of the Front Office.
Tasks and Deliverables of the Consultant :
The consultant will support the AHVP Front Office Advisor in the successful delivery and management of AHVP Front Office knowledge and knowledge deliverables emanating from data sources (Departments of AHHD, AHWS, AHFR, AHAI, AHGC), as well as and on partnerships and advocacy issues. The consultant will work in close collaboration with the AHVP Vice President’s Advisor for Partnerships and Advocacy. The Knowledge Sharing and Data Management consultant is required to work on the following tasks :
Knowledge Management :
- Facilitate and coordinate knowledge-sharing activities between the AHVP Complex Departments and the Front Office ;
- Work with Department programs and initiatives to establish and upgrade knowledge management tools, procedures and products, in line with overall AHVP objectives ;
- Ensure that the information needs of the Complex and larger Organization are met in a timely, effective and efficient manner ;
- Synthesize information and data, verify data and content, and check for its reliability and relevance ;
- Serve is a support role as liaison between Front Office and sources of data.
Partnerships and Advocacy :
- Work closely with the Advisor to the Vice President (Advocacy and Partnerships Officer) to identify and develop specific advocacy and policy issues of importance to the AHVP Complex ;
- Support the functioning of advocacy and partnerships, by preparing documentation and ensuring communication on key advocacy activities ;
- Other responsibilities as assigned at the Front Office.
REPORTING LINE :
The consultant will report to AHVP Vice President’s Advisor and will coordinate between and support the AHVP Complex’s five Departments.
QUALIFICATIONS AND EXPERIENCE REQUIRED :
- A Master’s Degree in the social sciences (e.g. communication/journalism, international development in a relevant discipline, etc.) ;
- Minimum of 3 years of relevant work experience ;
- Experience in knowledge management and communications work ;
- Good report writing skills ;
- International experience in knowledge management, advocacy and communication ;
- Strong analytical and communication (verbal and written) skills, sense of accuracy and attention to detail ;
- Good knowledge of AHVP Complex dynamics ;
- Ability to deal with sensitive issues in a multi-cultural environment and to build effective working relations with colleagues ;
- Ability to perform under high pressure and in time sensitive situations ;
- Fluency in English and French ;
- Competent in the use of standard software applications (MS Word, Power Point, Excel) ;
- Be a national of one of the member countries of the Bank.
DURATION AND LOCATION OF THE ASSIGNMENT :
This is a one (1) year consultancy, beginning during the month of November 2020. The Consultant will be based in Abidjan, Cote d’Ivoire and will require a presence in the Bank’s office in accordance with to-be-announced policies when the Bank’s “Work From Home” ceases to be in effect.
REMUNERATION :
The Consultant will receive a monthly lump sum. No additional benefits or per diems will be paid. The Consultant is responsible for his/her own health insurance and accommodation costs. The Bank will cover full costs of any required missions and provide per-diem in accordance with rules governing consultant mission travel.
