Terms of Reference

Introduction :

Established in 1964, the African Development Bank (AfDB) is the premier pan-African development institution, promoting economic growth and social progress across the continent. There are 80 member states, including 54 in Africa (Regional Member Countries). The Bank’s development agenda is delivering the financial and technical support for transformative projects that will significantly reduce poverty through inclusive and sustainable economic growth. In order to sharply focus the objectives of the Ten Year Strategy (2013 – 2022) and ensure greater developmental impact, five major areas (High 5s), all of which will accelerate our delivery for Africa, have been identified for scaling up, namely; energy, agro-business, industrialization, integration and improving the quality of life for the people of Africa.

The President, plans, supervises and manages the business of the Bank Group. Under the direction of the Boards of Directors, the President conducts the business of the Bank and the African Development Fund and manages operations and activities in accordance with the Agreements establishing the African Development Bank and the African Development Fund. The President supervises several Departments and Units including Office of the President; Independent Development Evaluation Department; Integrity and Anti-Corruption Department; Compliance Review and Mediation Unit; Secretariat to the Sanctions Appeals Board; Administrative Tribunal; Office of the Auditor General; Group Risk Management Directorate; General Counsel and Legal Services Department; Communication and External Relations Department; Staff Integrity and Ethics Office and Office of the Secretary General and General Secretariat.

The purpose of the Communication and External Department is to plan, prepare and implement public relations and institutional communication programs designed to make the Bank better known by its various audiences so as to promote social and economic development in Africa, and to establish and maintain the Bank’s credibility and good reputation as Africa’s leading development finance institution. The Department is also responsible for enabling the Bank to understand better, how the institution is perceived both internally and externally.

Scope of Work and Concrete Deliverables :

The incumbent will lead and drive internal communication initiatives, draft and edit creative content to engage staff on the Bank’s Intranet and other relevant platforms that are part of the internal information portal.

Under the overall supervision of the Division Manager, the Intranet Editor (Consultant) has the following responsibilities :

  • Design, implement and drive a digital employee engagement strategy, to maximize employee engagement with a strong focus on increasing staff involvement, bringing employees closer to each other and reinforce the Bank’s unique culture related to mission, vision and values ;
  • Draft a compelling employee-focused and Bank-oriented editorial strategy Ensure clarity and consistency of internal communication messages ;
  • Suggest improvements to the intranet as a key internal communications tool ;
  • Writing, editing and proofreading content that reflects Bank’s practice ;
  • Develop engaging content to reach internal audiences ;
  • Work collaboratively with other content creators through the editing process to ensure messaging is compelling and on-brand ;
  • Curate user-generated content from the field, headquarters, complexes and departments, and proactively seeks to create diverse content and information in various formats (electronic, print and web media) ;
  • Oversee management of the content pipeline to deliver timely and relevant information and experiences across channels ;
  • Create internal communication content schedules ;
  • Identify subject matter experts and internal influencers and support development of strategic content programs ;
  • Ensure that all information and regular communications for all staff from organizational units is reviewed, edited and posted on the Intranet, web platform and other designated channels ;
  • Draft internal releases, media-style briefs, web content, event notices and briefs in keeping with the Bank editorial house style ;
  • Provide editorial and media coverage of high-level events, projects, programmes, initiatives and success stories for posting on the intranet.

SELECTION CRITERIA :

  1. A Master’s degree or equivalent in Communication, Journalism or a related subject and at least five (5) years’ experience in internal communication and oversight of an intranet/ internal information portal ;
  2. A Bachelor’s degree in Communication, Journalism or a related subject and at least five (5) years’ experience in internal communication and oversight of an intranet/ internal information portal ;
  3. National of a Bank Member Country ;
  4. Working experience in multilateral organizations is an asset ;
  5. Outstanding written and verbal skills, particularly the ability to synthesize complex messages and tailor them into simple and clear language ;
  6. Ability to write strong copy and produce well-written articles ;
  7. Adept at working with various internal constituents and gather and curate content to meet the internal communication needs of the Bank ;
  8. Excellent interpersonal skills, with an ability to work in a multicultural, multilingual environment ;
  9. Ability to undertake relevant research and analysis and work in a fast-paced environment newsroom environment ;
  10. Ability to communicate effectively (written and oral) in English or French, with a working knowledge of the other. Proficiency in both languages is an advantage.

TIME FRAME AND PLACE OF WORK :

The Consultant is expected to commence duties at the Bank’s Headquarters, in Abidjan, on 1st July 2020 (or as soon as the travel restriction are lifted). The assignment is for an initial period of six (06) months.

Establishment of the shortlist :

A shortlist of three to six individual consultants will be established at the end of the request of expressions of interest. The consultants on the shortlist will be judged on the following criteria on the basis of their updated résumé

General qualification and suitability for the task to be performed 45%
Experience in the specific or related assignment 35%
Experience with an international organization and or academic institution 5%
Language Capacity (English and French) 5%
Knowledge of the Region (Africa) 10%
