FOR A LONG TERM INDIVIDUAL CONSULTANT FOR AN EVALUTION ANALYST

Independent Development Evaluation (IDEV)

1. The African Development Bank hereby invites Individual Consultants to indicate their interest in the following Assignment : Evaluation Analyst ;
2. Under the overall policy and management guidance of the IDEV.1 Manager as well as the direct supervision and guidance of and report to the designated Task Manager, the Evaluation Analyst will be responsible for analytical support to the full evaluation cycle of work ;
3. The services to be provided under the Assignment by the Evaluation Analyst include :

• Provide technical support for the mid-term evaluation of the Bank’s Results Measurement Framework ;
• Support validation of project completion reports ;
• Undertake portfolio review and literature review for evaluations ;
• Drafting evaluation synthesis note ;
• Collection and management of data from multiple sources including documentary and primary sources ;
• Analysis, interpretation, and presentation of data from multiple sources including documentary reviews and quantitative data analysis ;
• Participation in meetings, and data collection activities, and taking notes ;
• Drafting of notes, minutes of meetings, briefs, presentations, and reports ;
• Performing other tasks related to IDEV’s work program, as required.

3. The Independent Development Evaluation invites Individual Consultants to indicate their interest in providing the above-described services. Interested Consultants shall provide information on their qualifications and experience demonstrating their ability to undertake this Assignment (documents, reference to similar services, experience in similar assignments, etc.) ;
4. The eligibility criteria, the establishment of a short list and the selection procedure shall be in conformity with the Bank’s Rules and Procedures for the Use of Consultants, 2012 edition, available on the Bank Website at http://www.afdb.org. Consultants must comply with the “minimizing conflicts of interest” considerations (Annex 1 to AfDB’s Independent Evaluation Policy). Please, note that interest expressed by a Consultant does not imply any obligation on the part of the Bank to include him/her in the shortlist ;

5. The estimated duration of services is one year with possibility of extension upon satisfactory performance evaluation and the estimated starting date is 06 July 2020 ;
6. Interested Individual Consultants may obtain further information at the address below during the Bank’s working hours: 09:00 to 17:00 hours. Consultants are invited to register in the Bank’s DACON system at https://econsultant.afdb.org:44356/welcomedacon# (use Internet Explorer) ;
7. Expressions of interest must be received at the address below no later than 25 June 2020 at 23:59 hours local time and specifically mentioning Evaluation Analyst.

ESTABLISHMENT OF THE SHORT LIST :

8. A shortlist of three to six individual consultants will be established at the end of the request of expressions of interest. The consultants on the shortlist will be judged on the following criteria on the basis of their updated resume.
