The UNITED REPUBLIC OF TANZANIA has received a loan from the African Development Bank toward the cost of the improvement of Water Supply and Sanitation System in Arusha City and Some Parts of Arumeru District and intends to apply part of the agreed amount for this loan to payments under the contract for Consultancy Services for Environmental & Social Compliance Audit.
The services included under this project are :
- To review the Bank’s environmental and social policies’ requirements, including climate change and gender ;
- To review the applicable national legislations, regulations, norms, standards and procedures, including national legal Authorization, Permits and Certificates required prior to actions ;
- To review the ESMP and identify the key mitigation measures and monitoring requirements during the construction ;
- To review available reports and documentation on the project including the project appraisal report, the Loan agreements, the project periodic implementation reports, any relevant documentation and records available and necessary for the assessment of the project E & S performance ;
- To organize an opening meeting with the auditee’s management, and where applicable, representatives of the project’s Implementing Agency, Contractor, etc.;
- To determine and agree on the scope, methodology and specific set of criteria for the compliance audit with the Project Implementation Entity ;
- To evaluate the actual capacity for managing and monitoring implementation of agreed mitigation measures and related E & S documents applicable to the project ;
- To hold consultation(s) with the relevant regulatory agencies and stakeholders (including but not limited to project implementation units (PIUs), local beneficiaries, project affected persons, civil society, government ministries, and contractors), on the status of the project with respect to identified E & S risks and impacts as well as planned and implemented mitigation measures and legal permits ;
- To conduct site inspections at locations where construction activities are underway and at contractor facilities to assess whether environmental and social measures and controls are operating as described and intended ;
- To review implementation status of recommendations/mitigation measures regarding design aspects of the civil works against safety, adequate location, arrangements for proper ventilation, lighting, provision of basic facilities for the use of workers/disabled staff etc.;
- To assess major environmental and social non-compliances and propose corrective actions ;
- To assess the efficacy of monitoring of implementation of ESMP and identify shortcomings, if any and areas for improvement ;
- To identify constraints if any in ensuring compliance to the measures outlined in the EMSP ;
- To conduct interviews with management and line staff of the Client, Consultant, Contractors’ personnel dealing with the implementation of ESMP to corroborate factual information and probe areas of concern ;
- To prepare a comprehensive report, based on review of documents, site observations, compliance with statutory and Bank requirements, and interviews ;
- Organize a closing meeting with the auditee’s management and those responsible for the functions audited.
The Arusha Urban Water Supply and Sanitation Authority (AUWSA) is the executing agency of this project and is a legally established entity responsible for the overall operation and management of water supply and sanitation services in Arusha City and other area falls in its jurisdiction.
The estimated project duration is ten (10) weeks.
The Arusha Urban Water Supply and Sanitation Authority (AUWSA) now invites eligible consultants to indicate their interest in providing these services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, evidence of joint venture if applicable etc.).
Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s “Rules and Procedures for the use of Consultants” dated May, 2008, revised July, 2012, which is available on the Bank’s website at http://www.afdb.org. Borrowers are under no obligation to shortlist any consultant who expresses interest.
