Brief description of the Assignment : Established in 1964, the African Development Bank (“the Bank”) is the premier Pan-African development institution promoting economic growth and social progress across the continent. There are 81 Member States, including 54 from Africa (Regional Member Countries). The Bank’s development agenda is delivering the financial and technical support for transformative projects that will significantly reduce poverty through inclusive and sustainable economic growth. In order to sharply focus the objectives of the Ten Year Strategy (2013 – 2022) and ensure greater developmental impact, five major areas (High 5s), all of which will accelerate the Bank’s delivery for Africa, have been identified for scaling up, namely; Light Up and Power Africa, Feed Africa, Industrialize Africa, Integrate Africa, and Improve the Quality of Life for the People of Africa.
Under the new DBDM the Regional Integration Coordinating Department (RDRI) was established within the RDVP complex with the aim of providing strategic direction for the Integrate Africa work streams at the regional level while focusing on implementation at the regional and sub-regional levels through Regional and Country Strategy Papers to enable Regional Member Countries to realize enhanced outcomes.
The RDRI intends to procure the services of the expert on infrastructure development, to support the RDRI team with developing special regional projects in line with regional integration agenda of the Bank for a period of 12months on a full-time basis.
The main objectives of the Regional Integration Department can be broadly defined as follows :
- ADF prioritization exercise, and more generally promotion of combined use of AfDB, ADF and other resources the Bank manages or to which it has access ;
- Promotion of dialogue at REC level with RMCs and at the continental level with the AU, UNECA and other relevant bodies ;
- Developing regional integration strategy papers and monitor their implementation ;
- Monitoring the regional integration portfolio to alert management of any slippages, including misalignment of RISPs and CSPs ;
- Coordination of regional integration components, especially soft infrastructure aspects, in the design and implementation of regional operations ;
- Collaboration with other Bank departments on knowledge products for use by the Bank departments, RECs, and RMCs, including for post – evaluation assessments of regional operations and development of tools to enhance quality of entry of regional projects and programmes ;
- Enhancement of policy dialogue with external key stakeholders as well as collaborate with them on the Bank’s regional integration activities and formulation of common positions on global, continental, and regional initiatives.
Submission of Expressions of Interest (EOIs) :
RDRI invites Individual consultants to indicate their interest in providing the above-described services. Interested eligible consultants shall provide information about their qualifications and experience demonstrating their ability to provide these services (individual profile, documentation, references for similar services, experience in comparable assignments., among others).
Required qualifications include: Master’s degree or equivalent in engineering or other related infrastructure field. A minimum of 10 years of relevant experience in the field of infrastructure project preparation and development consulting, finance, regulation or PPPs with demonstrated ability to engage on a range of issues in developing countries including advice on both program and project preparation and development is required.
The eligibility criteria, the establishment of a short list and the selection procedure shall be in conformity with the Bank’s Procurement Policy Framework for recruitment of corporate consultants, available on the Bank Website at http://www.afdb.org. Please, note that interest expressed by a Consultant does not imply any obligation on the part of the Bank to include him/her in the shortlist. Interested Individual Consultants shall provide information on their qualifications and experience demonstrating their ability to undertake this assignment (documents, reference to similar services, experience in similar assignments, etc.) along with their CV.
The estimated duration of services is at most twelve (12) months, which will be renewed based on the needs of the Bank and on performance. The estimated starting date is the 1st of July 2020.
