  1. Introduction :

The Statistics Department of the African Development Bank has been implementing its International comparison Program as joint activities (prices and National accounts) of his statistical capacity building (SCB) initiative. The SCB aims to support and strengthen the systems that establish, manage, disseminate and use official statistics in Africa, necessary for achieving the international 2030/2060 agendas and the five (5) priorities (HIGH 5s) of the Bank. The Capacity Building program, the High Five Components of which are closely associated with the objectives set out in the National Strategies for the Development of Statistics (NSDS), constitutes the framework for supporting and developing statistics for RMCs. The program also responds to a number of important regional initiatives, including among others the Reference Regional Strategic Framework for Statistical Capacity Building in Africa; the Strategy for the Harmonization of Statistics in Africa II (ShaSA II).

1.1. The African Development Bank hereby invites Individual Consultants to indicate their interest in the following assignment: Consultancy Services for ICP Rolling Benchmark Approach (RBA) in Africa.

1.2 The services to be provided under the Assignment include: (i) the review of data quality using integrated validation procedures and interpretations for the purposes of the ICP 2017 both Highlights Results and Main report; (ii) ensuring the consistency and completeness of the work flow (iii) help make the implementation of the 2020 pilot program and (iv) the preparedness of the implementation of both the pilot exercise and the ICP 2021 Round.

  1. Scope of Work :

Align the calculation of purchasing power parities (PPPs) and related statistics in Africa with the PPP linkage and generate summary indicators for the 2017 round Highlights and Main report;

Assist editing and reporting of the 2017 ICP Rolling Benchmark Approach (RBA) in Africa and conduct of the 2020 pilot phase from august to December 2020.

Assess and review the inclusion of the African data from 50 RMCs in the 2017 round calculation;

Develop procedures to ensure the consistency of the stages of the RBA with international requirements and national development agendas for the 2020 pilot and the the ICP 2021 Round;

Pilot ICP-IPC integration as well as ICP-National Accounts integration through methodological harmonization and efficient implementation of pilot work.

  1. Selection Criteria :
  1. The Applicant must have at least a Master’s Degree in Statistics and/or Economics or any equivalent discipline with a good knowledge of quantitative methods and the requirements for calculating Purchasing Power Parity ;
  2. Demonstrated good administrative knowledge and relevant experience in the production and processing of price statistics and its harmonization characteristics, the calculation of PPPs, the design of price surveys and national accounts, the design projects; and sector statistics (education, health, work) with a minimum of 10 years of experience ;
  3. Competence in price statistics, National Accounts, data formatting and Purchasing Power Parity (PPP) calculation procedures. In particular, applicants should be familiar with the preparation, implementation and monitoring of ICP-Africa ;
  4. Possess analytical and problem solving skills, designing and monitoring statistical surveys; good skills for planning and organizing work and meeting schedules, good knowledge of bid data methods of intra and inter-country validation data collected and ;
  5. Good experience and skills in the use of standard Bank software ;
  6. Ability to write reports and complete tasks in a timely manner ;
  7. Has experience working or in close collaboration with international organizations in national and/or regional statistical and economic activities ;
  8. Must have excellent written and oral knowledge of English and /or French with good working knowledge of the other language ;
  9. The Statistics Department of the African Development Bank invites Individual Consultants to indicate their interest in providing the above-described services. Interested Consultants shall provide information on their qualifications and experience demonstrating their ability to undertake this Assignment (A cover letter and CV using attached format clearly indicating reference to similar services, experience in similar assignments, etc.) ;
  10. The eligibility criteria and the selection procedure shall be in conformity with the Bank’s Procurement Policy for Recruitment of Corporate Consultants. Please, note that interest expressed by a Consultant does not imply any obligation on the part of the Bank to include him/her in the shortlist ;
  11. The estimated duration of services is sixty (60) days over a period of six (6) months and the estimated starting date is 6 July 2020; Place of assignment will be home based with travel to AfDB Headquarters in Abidjan and on Bank missions as may be required from time to time;

  1. Remuneration :

The remuneration will be an all-inclusive daily fee to be negotiated, and in compliance with the Bank’s established remuneration scale considering requisite qualifications and experience.
