Title of the assignment : POWER ENGINEER CONSULTANT

Brief description of the Assignment :  The Bank has recently approved an energy sector efficiency and expansion project in Angola in an effort to meet the targets of the High Five and the New Deal on Energy in Africa (NDEA). The project will need close supervision during its implementation whereas there is construction of a high voltage transmission line and installation of pre-paid meters to residential customers. In addition to this, the Bank is expecting to continue supporting Angola meets its energy sector goals, therefore portfolio management of the existing projects plus business development of new projects will be the key activities for this assignment

INTRODUCTION :

The African Development Bank (the Bank or AfDB) established in 1964 is the leading development bank on the continent with a mission and objective to spur sustainable economic development and social progress in its Regional Member Countries (RMCs), thus contributing to poverty reduction. AfDB implements its cooperation with the its regional member countries not only through project funding (project grants/loans) but is also carrying out other types of cooperation in that includes; Policy work and Producing and Sharing of Knowledge and Advisory Services

The Bank’s Triple-A rating across major rating agencies enables it to mobilize and allocate resources for investment in Africa while providing policy advice and technical assistance to support development efforts. To accelerate Africa’s transformation, the Bank has identified five operational priority areas. These five priorities are: (i) Light & Power Africa; (ii) Feed Africa; (iii) Industrialize Africa; (iv) Integrate Africa; and (v) Improve the quality of life for the people of Africa (collectively, the High 5s). The High 5s will help Africa achieve 90% of the United Nation’s Sustainable Development Goals and are intrinsically linked to the African Union’s Agenda 2063.

The Light and Power Africa; has been identified as a critical driver and engine for growth across the continent. Over the years, the Bank’s interventions in the power sector are aimed at improving connectivity and access to electricity in urban and rural areas and an aspirational goal of achieving universal access to energy in Africa by 2025. The Bank’s commitments to the Energy sector can be better viewed under the New Deal on Energy where an additional 16 GW of on-grid power is expected to be added to the continent’s supply, with enhanced transmission and distribution adding another 130million on-grid connection and 75 million off-grid connections. Despite numerous generation investments in the continent, transmission and distribution challenges are still the bane of the sector in the continent.

In order to achieve the Light up and Power Africa vision, the Bank launched strategic New Deal on Energy in Africa (NDEA) strategy with 9 strategic flagship programs namely; IPP auction, Power Utility transformation, early project preparation facility, funding catalyst, bottom of the pyramid funding, mobile payment, regional projects acceleration, country-wide energy sector turnaround and transformative partnership program.

The African Development Bank’s Southern Africa Regional and Business delivery Office (RGDS) was established to strengthen dialogue between the Bank and the Southern Africa Development Community countries, development partners, the private sector, and the civil society, in the design of its development policies and programs, as well as on implementation, monitoring and evaluation of the Bank programs. RDGS also seeks to assist the operational functions of the Bank Group in launching and follow up of projects and programs in the region with a view to enhancing portfolio quality, identification, promotion of participatory approach, and regional integration.

OBJECTIVE OF THE ASSIGNMENT :

The main objective of the assignment is to provide technical expertise and support in the implementation and monitoring of energy projects. Under the general technical supervision of the Regional Manager for Infrastructure (RGDS1), in the Power Systems Department (PESD) as well as administrative supervision by the Country Manager for Angola (COAO). The consultant will work in close collaboration with other Southern Africa-based engineers on lending programs, portfolio management operations of power projects and related activities in Angola and Sao Tome (if required).

SCOPE OF WORK AND RESPONSIBILITIES :

The Consultant will be expected to perform, amongst others, the following tasks :

  1. Portfolio management of on-going energy project ;
  2. Provide technical and policy-related advice on issues related to the financing of energy projects ;
  3. Review project documents and other relevant documents and provide the technical opinion/advice to the Bank and to the client ;
  4. Participate in the development of strategies, policies, procedures, papers, briefs and various reports relating to the financing of energy projects ;
  5. Contribute to the generation of a healthy pipeline of energy projects and programmes which could be considered for assistance by the Bank ;
  6. Participate in missions from Angola aimed at identifying project proposals in the region and serve as a resource person specialist and contribute to the identification, preparation, appraisal, launching, supervision, and completion of energy sector missions, and ensure that the project sponsors comply with all the contractual terms ;
  7. Participate in preparation and appraisal missions and activities to collect and analyse all technical information/data required to evaluate potential energy projects ;
  8. Assist in the reviewing and processing of disbursements for approved projects, ensuring clients compliance with all fiduciary, safeguard and third party’s contractual obligations ;
  9. Plan and carry out the supervision of approved projects, to ensure their implementation according to design; this involves reviewing progress reports, conducting supervision missions, preparing project supervision reports and recommending appropriate measures to deal with the problem projects ;
  10. Represent the Bank in international seminars/conferences/workshops dealing with the financing of energy projects in the region ;
  11. Participate in the policy dialogue mission with government official’s development partners, etc., promote Bank energy sector operations and programmes and identify investment opportunities for possible Bank financing ;
  12. Undertake analytical work in the energy sector and advise the Head Quarters and the region on how to ensure sustainability of the benefits of Bank-financed projects and programmes ;
  13. Participate in the energy sector working group activities, related donor-coordination meetings, joint portfolio review meetings, and policy dialogue missions, and provide advice on policy issues in the sector; and
  14. Participates in other technical tasks assigned by the Country Manager.

DURATION OF ASSIGNMENT :

The assignment shall be carried out for not more than 132 working days or 6 months period with a possibility of extension based on need and performance of the Consultant. The expected starting date is 15th September 2020.

DUTY STATION :

The Duty Station is Luanda, Angola.

QUALIFICATIONS :

  1. Minimum Master’s Degree in Electromechanical, Electrical, Power Engineering, or its equivalent in undergraduate in engineering with not less than 15 years of experience in the power sector ;
  2. Significant exposure to the electricity sub- sector with a minimum of 10 years relevant experience in at least two of the following areas; design, operation and maintenance of power infrastructure, utility management, public/private partnerships and sector reforms ;
  3. Experience in substations designs &, high voltage transmission line ;
  4. Experience and   understanding the metering and  prepaid subsystems is essential ;
  5. Full understanding of the principles of project cycle and project implementation ;
  6. Experience working in Sub-Saharan Africa, particularly the SADC countries, is preferred ;
  7. Good oral and written communication skills especially ability to dialogue with clients and stakeholders ;
  8. Strong analytical skills, able to work independently, and quick learner ;
  9. Fluency in English is required fluency in reading, writing, and speaking. Portuguese fluency is highly desired and will be an added advantage ;
  10. Have the  experience  working  with  Multi-lateral  development Bank’s (MDB) will be of a great advantage ;
  11. Fluent in Microsoft Office (MS Office), computing skills, and other relevant software

SELECTION CRITERIA :

The Consultant will be selected in accordance with the African Development Bank’s Implementation Manual relating to the Procedures for Acquisition of Consulting Services funded by the Administrative or Capital Expenditure Budget of the Bank Group. The candidate shall be evaluated based on the following technical criteria :

  • General qualifications and adequacy for the proposed Assignment ;
  • Similar experience in the area of expertise of the Assignment ;
  • Experience with the Bank or other international donors ;
  • Language proficiency ;
  • Knowledge of the Region.

CONDUCT OF THE CONSULTANT :

  • The consultant shall at all times, be expected to carry out the assignment with the highest level of professionalism and integrity and to conduct his duties in an open and transparent manner. under any circumstance ;
  • Take any actions or be seen to be taking any actions, which may hinder or prevent the Bank from executing this assignment ;
  • Take any material decision pertinent to this assignment without the express permission and written consent of an authorized representative of the project team ;
  • Discuss or reveal any information regarding this assignment without the express written permission of an authorized representative of project team.

ACCOUNTABILITIES AND RESPONSIBILITIES :

For contractual matters, the consultant shall work under the direct supervision of the AfDB staff who shall be responsible for the following :

  • Providing all necessary background documents, reports, guidelines, etc. available at the AfDB ;
  • Assisting in arranging formal/informal meetings at the AfDB and with external stakeholders ;
  • Arranging logistical support ;
  • Coordinate the review of the consultant’s deliverables ;
  • At the end of every month the consultant is expected to produce a report highlighting the summary of activities undertaken and action plans for the unfinished activities

The consultant shall exercise diligence in the execution of the assignment, competency and provide adequate time to enable to deliver on the assignment. In addition, the reporting requirements and schedule shall be respected. The consultant is expected to study and have a clear understanding of the Bank’s operation guidelines and procedures.

REMUNERATION :

Remuneration will be based on monthly basis for the qualified candidate to be paid per invoice submitted at the end of each month.
