The African Development Bank (AfDB) hereby invites individual consultants to indicate their interests in the following Assignment:

Title of assignment :  Consultant Irrigation/Rural Infrastructure Engineer

Brief description of the Assignment : Consultant Irrigation/Rural Infrastructure Engineer will provide project cycle development and portfolio management support to the Nigeria Country Department in implementing the Bank’s Feed Africa Strategy in Nigeria. More specifically, the Consultant Irrigation/Rural Infrastructure Engineer will review all irrigation and rural infrastructure engineering activities relating to on-going project activities including but not limited to the Agricultural Transformation Agenda Support Programme Phase-I (ATASP-1), the Plateau State Potato Value Chain Support (PS-PVCP), the Integrated Climate Change Development and Adaptation Programme in the Niger Basin (PIDACC/NB) and pipeline project preparations. Working closely with the Task Manager the successful candidate will be actively engaging the various stakeholders at both the Federal and State levels.

DETAILED TERMS OF REFERENCE

  1. Introduction and Background :

Established in 1964, the African Development Bank is the premier pan-African development institution, promoting economic growth and social progress across the continent. There are 80 member states, including 54 in Africa (Regional Member Countries). The Bank’s development agenda is delivering the financial and technical support for transformative projects that will significantly reduce poverty through inclusive and sustainable economic growth. In order to sharply focus the objectives of the Ten-Year Strategy (2013 – 2022) and ensure greater developmental impact, five major areas (High 5s) have been identified for scaling up, namely; light up and power Africa, feed Africa, industrialize Africa, integrate Africa and improve the quality of life for Africans.

Within the context of the Bank’s High 5’s vision for Africa’s long-term economic transformation, RDNG provides support for the delivery of the Bank’s Feed Africa: Strategy for Agricultural Transformation in Africa, 2016-2025. The Feed Africa Strategy aims to end hunger and rural poverty in the next decade through self-sufficiency in eighteen (18) priority commodity value chains specific to the continent’s agro-ecological zones. Realizing the objectives set forth in the Strategy requires increased productivity; value addition; investment in infrastructure; an enabling agribusiness environment; capital flows; and inclusivity, sustainability and effective nutrition. The Nigeria Country Department (RDNG) works with the Agriculture and Agro-industry Department (AHAI) in supporting the effort to transform African agricultural systems for greater competitiveness, inclusivity and sustainability, and for enhanced job creation and poverty reduction in Bank Group Regional Member Countries.

The Nigeria Country Department has the following responsibilities :

  1. Supporting the development agenda of the Government of Nigeria ;
  2. Dialogue and engage with the Nigerian authorities on the programming of projects and projects that the Bank could finance ;
  3. Effective portfolio management of all on-going operations being financed by the Bank in Nigeria ;
  4. Promoting knowledge management and best practices in all sectors of interest ;
  5. Coordinating the right enabling environment and alliances with key stakeholders; and
  6. onitoring of performance of its sectoral activities and recommending corrective actions.
  1. Objective and activities of the assignment :

The consultant’s primary responsibilities will be to provide support to the Nigeria Country Department’s Project cycle and portfolio management activities in coordination with the Agriculture and Agro-industry Department. Specifically, she/he will be requested to: review of all irrigation and rural infrastructure engineering activities relating to on-going project activities including but not limited to the Agricultural Transformation Agenda Support Program Phase-I (ATASP-1), the Plateau State Potato Value Chain Support (PS-PVCP), Integrated Climate Change Development and Adaptation Program in the Niger Basin (PIDACC/NB) and pipeline project preparations.

Specifically, she/he will be requested to complete the following tasks :

  • Provide technical advice on general rural infrastructure including but not limited to irrigation development, earth dams, feeder roads and building constructions ;
  • Contribute to the identification and preparation of investment projects under the Feed Africa priority area ;
  • Interact with senior government officials, development partners, producers organizations and beneficiaries to facilitate exchange of critical information and validate the findings and recommendations regarding the investment proposals ;
  • Review and enhance irrigation and rural infrastructure development reports and related investment proposals ;
  • Contribute to the design and implementation of RDNG capacity building activities on irrigation and rural infrastructure ;
  • Ssupport RDNG on tasks’ management, field mission organization and terms of reference and project supervision ;
  • Follow-up on procurement of goods and services for all infrastructure projects. In liaison with the Procurement officer, prepare and/or assist implementing agencies in the preparation of TOR, bidding documents, request for proposals and bid evaluation reports for procurement of civil works, goods and technical assistance services under the agricultural infrastructure rehabilitation and development components, in accordance with standards and requirements of the Bank ;
  • Undertake inspection of works to verify quality, quantity and timeliness of work done and prepare and/or verify payment certificates for services providers engaged on project infrastructure activities ;
  • Ensure that the maintenance programme of roads, buildings and irrigation infrastructure are properly designed, and put in place appropriate mechanisms for its execution during and after the project, in accordance with the stipulation of the appraisal report ;
  • Ensure that environmental mitigation measures are implemented as part of infrastructure rehabilitation and development, as well as conducting regular environmental monitoring activities ;
  • Supervise any other rural infrastructure activity in the portfolio of projects.

The consultant will also be required to perform any other tasks assigned to him/her by the RDNG Country Operations Manager.

  1. Administrative and Technical Reporting :

The Consultant will work under the overall guidance of the Country Operation Manager of the Nigeria Country Department (RDNG) and under the immediate supervision of the Task Manager for this undertaking.

  1. Duration of the assignment :

The assignment will be for six (6) months with possibility of renewal, subject to satisfactory performance. For the entire duration of the assignment, the consultant shall be physically present at the Bank’s offices in Abuja, Nigeria.

  1. Qualifications and Experience Required :
  • At least Master’s Degree in civil engineering with further qualification in irrigation and/or hydraulic engineering ;
  • A national of the Bank’s Regional Member Country (RMC) ;
  • At least 10 years proven working experience in Donor financed rural infrastructure development including rural roads, irrigation, water supply and building infrastructure ;
  • Procurement experience is a must ;
  • Knowledge of design and construction of irrigation infrastructure, particularly for swamp rice production, earth dams, rural roads, portable water supply facilities and buildings ;
  • Knowledge in renewable/alternative energy systems such as micro-hydro power, solar and biogas is desirable ;
  • Computer literate with excellent working knowledge of Microsoft Office applications, especially Microsoft Project, Excel, Word, Power Point, AUTOCAD in addition to other water/hydraulic engineering design software ;
  • Relevant regional/African experience is a must; Experience in Nigeria is desirable. He/she should be able to communicate fluently, in writing and orally in English.
  1. Remuneration :

The Consultant will be paid a competitive monthly lump sum for the entire period in accordance with Bank’s remuneration guidelines for Consultants.
