  1. The African Development Bank Group (AfDB or the Bank) is a multilateral Bank engaged in reduction of poverty, improvement of living conditions and mobilization of resources for the continent’s economic and social development. With this objective in mind, the institution aims at assisting African countries – individually and collectively – in their efforts to achieve sustainable economic development and social progress. Combating poverty is at the heart of the continent’s efforts to attain sustainable economic growth.
  1. In order to carry out its procurement activities the Bank has in place a Corporate Procurement Division (CHGS.2) that is responsible for acquisition of works, goods and services.
  1. The Corporate Procurement function has already a strong team on the ground; however, it needs more support to strengthen procurement capacity. It is envisaged that this assignment will build on the significant progress that has already been attained over the years in order to support the Corporate Procurement Directive, the Corporate Procurement Manual, the Annual Procurement Plan aiming to meet the increasing and new demands from clients within the Bank.
  1. The AfDB is intending to acquire the services of an experienced Individual Consultant (s) for Corporate Procurement Activities to provide direct technical support on implementation of procurement activities and assist the Corporate Procurement Division in managing high value and complex corporate procurement contracts.
  1. The AfDB hereby invites qualified Individual Consultants to indicate their interest in the following Assignment: Individual Consultant for Corporate Procurement Division, CHGS2. 
  1. The services to be provided under the assignment include:
  1. Provide operational advice to Bank staff on concepts, policies and procedures for corporate procurement activities;
  2. Identify reliable sources of supply by determining appropriate procurement methods, preparing solicitations (RFQ, RFP, REI, ITB);
  3. Develop realistic time frames for the procurement needs of clients, setting the process in motion, and working closely and directly with internal clients to execute and conclude procurement actions;
  4. Prepare solicitations, implement and monitor bid schedules as well as responding to queries from vendors and customers on procurement matters;
  5. Manage and conduct all aspects of bid/proposal with regard to conducting pre-bid meetings, bids openings, and post- bid debriefing, as well as leading the aggrieved bidders for dispute instigation;
  6. Analyze the offers received from bidders, constitute technical evaluation committees (TEC), prepare  and  submit  recommendations  to  the  Bank’s  authorizing  officers  or Purchasing Committee;
  7. Participate in negotiations with Users and contractors and prepare submissions to the authorizing officers for review and subsequent approval by the authorized official;
  8. Provide technical input to the planning, development and implementation of strategies for the procurement of real estate, works, goods and services for the Bank Group, this involves, combined assessment of user requirements with modelling the trends over a period of analyze the performance of suppliers;
  9. Design innovative solutions for complex solicitations for large and/or high visibility contracts;
  10. Liaise with Legal Department on the interpretation of Bank’s rules and regulations in case of ambiguity;
  11. Provide technical input to the planning, development and implementation of strategies for the procurement of works and services for the Bank Group, this involves assessment of user requirements, modelling the trends over a period of analyze the performance of suppliers;
  12. Act with Integrity and maintain confidentiality when dealing with sensitive information;
  13. Update the Division Manager on a regular basis, of progress of activities against the implementation of the plan and produce reports on the performance of Corporate Procurement function;
  14. Ensure that the activities will meet the needs of the Bank and specifically those outlined by the Corporate Procurement Division;
  15. Provide necessary support to facilitate procurement of goods and services for the Bank according to the Bank’s rules and regulations (liaise with departments on appropriate terms of reference;
  16. Respond to queries from vendors and customers on procurement matters;
  17. Resolve difficult procurement issues with user organizational units and handle questions/complaints;
  18. Prepare/revise a range of procurement-related documents and reports;
  19. Post-review of procurement cases handled by the user units; and;
  20. Provide assistance to the Purchasing Committee Secretariat;
  21. Execute any other assignments as may be assigned from time to time.
  1. Administration/reporting: The consultant will perform its mission under the overall guidance of the Corporate Procurement Division Manager and immediate supervision of a Procurement Officer
  1. Essential Specialized Skills/Competence

The consultant to be recruited will be a professional one of the member countries of the Bank, who has been actively involved in corporate procurement activities. The consultant must have:

At least Master’s degree in a relevant discipline (e.g. engineering, science, law, procurement, business, Finance or equivalent). He/she shall have at least five (05) years of relevant experience in the field of corporate procurement. This should include:

  • Good knowledge of procurement within the Multilateral Development Banks or International Institutions and familiarity with corporate procurement policies and procedures;
  • Good negotiating skills; knowledge of procurement techniques and practices; knowledge of purchasing systems, advanced calculation and planning knowledge;
  • Professional trainings in procurement and/or contracting.
  •  Dynamic, efficient communicator, effective team-work player, result-driven, customer service oriented, analytical skills, and ability to work cross-functionally and under pressure;
  •  Competence in the use of standard software used in the Bank (Word, Excel, Access, MS Projects and PowerPoint). Experience working with an ERP system, such as SAP, is an asset;
  •  English and French are the working languages of the African Development Bank. The consultant should be able to communicate and write effectively in French or English;
  •  Ability and experience in working under pressure to deliver timely quality services;
  •  Excellent interpersonal relationships and demonstrated experience in promoting process improvement;
  •  Excellent organizational, analytical, coordination and communication/ business writing skills.
  •  Ability to work accurately, methodically and meet deadlines;
  •  Good knowledge of MDB’s environment and operational policies; and.
  1. Deliverables : In addition to the preparation of reports and briefing notes related to the above specified scope of work, the consultant will submit a monthly report on activities and assignments carried out during the period.
  1. The Corporate Procurement Division invites qualified experienced Individual Consultants to indicate their interest in providing the above-described services. Interested eligible individual consultants shall provide information on their qualifications and experience demonstrating their ability to undertake this assignment (CV, documentation, references for similar services, experience in comparable assignments, etc.).
  1. The eligibility criteria, the establishment of a short list and the selection procedure shall be in conformity with the Bank’s Rules and Procedure for the Use of Corporate Consultants. Please, note that interest expressed by a Consultant does not imply any obligation on the part of the Bank to include him/her in the shortlist.
  1. The estimated duration of services expected to start end of November 2021 is six (06) months renewable depending on the performance of the consultant, availability of budget and prevailing staffing issues.;

  1. Remuneration : The remuneration will be an all-inclusive monthly fee to be negotiated, and in compliance with the Bank’s established remuneration scale considering requisite qualifications and experience.
  1. Duty Station. The Bank is currently operating remotely, the consultant will be required to work from its current location. However, should the Bank decide to work from its office building, the Consultant will be based at the Bank’s Headquarters in Abidjan, Cote d’Ivoire.

The Consultant will be paid a round trip ticket from the point of recruitment to Abidjan. No per diem and accommodation will be paid in Abidjan. The consultant will also be eligible for travel expenses (air ticket, hotel accommodation and per diem) while assigned on a Bank Mission during the duration of his Contract. No other travel expenses will be incurred on the Consultant. Payment of honorarium will be on a monthly lump sum basis after satisfactory execution of duties assigned to him/her. However,

  1. Establishment of the Short List

A shortlist of three to 12 individual consultants will be established at the end the request of expressions of interest. The consultants on the shortlist will be judged on the following criteria on the basis of their updated resume.
