Title of the assignment : Video Producer Consultant

Brief Description of the Assignment : The consultant will work within the Communication and External Relations Department leading and managing all productions including short and long form content; animation and graphics; field and studio shoots; multi-camera capture; promotional and marketing video content; social/digital media content among other production categories. They will collaborate with production contractors and provide editorial guidance for the creation of compelling visual content with powerful storytelling and engagement quality.

Terms of Reference :

Introduction :

Established in 1964, the African Development Bank (AfDB) is the premier pan-African development institution, promoting economic growth and social progress across the continent. There are 80 member states, including 54 in Africa (Regional Member Countries). The Bank’s development agenda is delivering the financial and technical support for transformative projects that will significantly reduce poverty through inclusive and sustainable economic growth. In order to sharply focus the objectives of the Ten Year Strategy (2013 – 2022) and ensure greater developmental impact, five major areas (High 5s), all of which will accelerate our delivery for Africa, have been identified for scaling up, namely; energy, agro-business, industrialization, integration and improving the quality of life for the people of Africa.

The President, plans, supervises and manages the business of the Bank Group. Under the direction of the Boards of Directors, the President conducts the business of the Bank and the African Development Fund and manages operations and activities in accordance with the Agreements establishing the African Development Bank and the African Development Fund. The President supervises several Departments and Units including Office of the President; Independent Development Evaluation Department; Integrity and Anti-Corruption Department; Compliance Review and Mediation Unit; Secretariat to the Sanctions Appeals Board; Administrative Tribunal; Office of the Auditor General; Group Risk Management Directorate; General Counsel and Legal Services Department; Communication and External Relations Department; Staff Integrity and Ethics Office and Office of the Secretary General and General Secretariat.

The purpose of the Communication and External Department is to plan, prepare and implement public relations and institutional communication programs designed to make the Bank better known by its various audiences so as to promote social and economic development in Africa, and to establish and maintain the Bank’s credibility and good reputation as Africa’s leading development finance institution. The Department is also responsible for enabling the Bank to understand better, how the institution is perceived both internally and externally.

Scope of Work and Concrete Deliverables :

Under the general guidance and supervision of the Division Manager PCER2, Communication and External Relations, the consultant will oversee the content production and planning for various multimedia content from project selection to finished product. This will include but not limited to researching, scripting or reviewing scripts, clarifying content and developing project concepts, proposing film production schedules and shooting plans in line with international standards of practice.

The consultant will lead and manage all productions including short and long form content; animation and graphics; field and studio shoots; multi-camera capture; promotional and marketing video content; social/digital media content among other production categories. He/she will also collaborate with production contractors and provide editorial guidance for the creation of compelling visual content with powerful storytelling and engagement quality.

Specifically, the consultant will have the following responsibilities :

  • Develop a short and medium-term production capacity strategy, resources planning for the Bank’s multimedia operations ;
  • Overall management and supervision of the production cycle of various projects, maintain in-house production calendar, operations, budgeting, end-to-end project management, content approval, resource coordination, and outsourced service management ;
  • Lead the multimedia effort for innovative and highly engaging digital content for both internal and external audiences ;
  • Collaborate with outsourced service producers to implement various projects during scripting, pre-production, rough-cuts, fine cut and final delivery ;
  • Coach and supervise team members to improve overall production quality, showcasing and production value ;
  • Manage project production schedule for contract compliance and overall project workflow. Includes tracking deliverables and communicating the fulfilment of production milestones, flagging production issues and/or changes to project team members ;
  • Work closely with the design, web development and multimedia team on creative content development and deployment to support the Bank’s communication strategy and creatively shape and integrate content that resonates best with targeted audiences ;
  • Provide timely feedback to contracted production firms, maintain production schedules and to make sure all contractual obligations are met.

SELECTION CRITERIA :

  1. Bachelor’s degree in a related subject ;
  2. Minimum 10 years’ management experience at a senior-producer level or higher ;
  3. National of a Bank Member Country ;
  4. Proven track record of producing unique and innovative content – documentaries, video content, promos, webcasts, podcasts etc ;
  5. Strong team leadership and cross-departmental collaborative skills ;
  6. Detail-oriented and able to work under pressure to meet multiple weekly deadlines ;
  7. Experience in fostering a culture of creative output and developing hosts and producer talent ;
  8. Sound journalistic judgment, strong writing skills and enthusiasm for working on a fast-paced international team ;
  9. Experience in multilateral organizations is welcome ;
  10. Outstanding written and verbal skills, particularly the ability to synthesize complex messages and tailor them into simple, clear and non-academic language for different audiences ;
  11. Ability to communicate effectively (written and oral) in English or French, with a working knowledge of the other. Proficiency in both languages is an asset ;
  12. Excellent interpersonal skills, with an ability to work in a multicultural, multilingual environment ;
  13. Deep understanding of content planning and editorial strategies; with the ability to execute these strategies ;
  14. Outstanding writing, editing, and graphic skills required ;
  15. Must be a dynamic strong leader with a clear vision and ability to communicate that vision to the staff;

TIME FRAME AND PLACE OF WORK :

The Consultant is expected to commence duties at the Bank’s Headquarters, in Abidjan, on 1st July 2020 (or as soon as the travel restriction are lifted). The assignment is for an initial period of six (06) months.

Establishment of the shortlist :

A shortlist of three to six individual consultants will be established at the end of the request of expressions of interest. The consultants on the shortlist will be judged on the following criteria on the basis of their updated résumé

General qualification and suitability for the task to be performed 45%
