OBJECTIVE
The General Director’s mission is to define and lead MSF WaCA’s global objectives and management policy based on the strategic orientations validated by the Board of Directors. The General Director defines the implementation modalities, the necessary means (financial, human, logistical and others) and the objectives to be reached on the different projects. The General Director is the guarantor of the proper functioning and development of MSF WaCA Headquarters and its satellites. The General Director is responsible for the coordination of MSF WaCA participation in the MSF Movement and represents the Association to the different stakeholders at the national and international levels.
MAINS MISSIONS AND ACTIVITIES
1. Leader and driver of MSF WaCA
- Together with the WaCA Board, ensures the leadership of MSF WaCA through the development, implementation, and monitoring of the vision of MSF WaCA in alignment with its Strategic Orientations.
- Instills and fosters a dynamic of diversity, evolution, and innovation in the development of WaCA.
- Ensures that the MSF social mission is efficiently translated into action and recognizable in all humanitarian operations developed by WaCA.
- Sets up key accountability mechanisms and processes to ensure organizational integrity and alignment with the foundational principles of the association.
- Ensures cohesion and federates the team around and towards common institutional and operational goals.
- Represents MSF WaCA within the international MSF movement and contributes to discussions and decisions with impact across the movement.
2. Manager of WaCA’s current activities
- Leads the MSF WaCA Management Team, ensuring a collegial work environment.
- Leads the annual planning and budgeting cycle; sets priorities and delegates daily management activities as needed.
- Identifies and mitigates key risks to the organization, by setting up a global risk matrix, supporting the operations department in identifying and managing security risks and developing other risk management tools in coordination with department directors.
- Ensures timely and consistent decision-making and approvals.
- Ensures clear and regular internal communication, transparency of processes and availability of information.
- Keeps constant focus on the safety and well-being of the teams.
- Works relentlessly for a work environment equitable, diverse, inclusive, and devoid of inappropriate behaviors
- Encourages initiatives and individual and collective accountability.
- Champions the development of all support functions and establishing best practices across different domains.
- Ensures WaCA is equipped with all policies, processes, procedures, and other means for the teams to carry out their responsibilities.
- Makes sure the organization is legally compliant in all aspects of its activity.
3. Developing and leading the operationalization of the strategic framework
- The MSF WaCA board in collaboration with the General Director and their team defines their strategic orientations; the General Director communicates and translates the strategic vision into the team’s action plans.
- Together with his/her team, develops and implements the organization of operational support.
- Supports operational teams in developing new operational partnerships.
4. Representing MSF WaCA with internal MSF stakeholders and towards external partners
- Together with the President, represents MSF WaCA towards external partners (elected officials, State services, international debates, national or regional bodies, among others) and promotes coherent public positioning in support of its operations and MSF when needed.
- Contributes to the proper functioning and development of MSF WaCA and the MSF Movement; promotes strategic actions in line with the objectives and principles of MSF’s mission.
- Participates in the Executive Committee of the Movement (Core and Full ExCom).
- Actively promotes, facilitates, and contributes to the associative consolidation of WaCA and of MSF.

Job requirements
Education :
o Higher education in political science, management, humanitarian action, medical or scientific disciplines.
Experience :
o Three years’ experience in a similar position, ideally in the non-profit/humanitarian sector or significant experience in a management position within MSF: Director of Operations, Deputy Director General, other management positions within the MSF movement.
o Experience in the field within the MSF Movement in positions of responsibility is essential.
o Experience working with a Board of Directors (associative and executive role) is highly desirable.
Languages :
o Excellent oral and written communication in English and French are required.
Competencies :
o Good management and change management skill;
o General knowledge of law, finance, management, and human resource;
o Know how to develop partnerships and encourage networking around a project;
o Good skills in communication.
