Tanmia wa Tatweer : Egypt’s Entrepreneurship Development Project

GENERAL PROCUREMENT NOTICE

 

  1. The Arab Republic of Egypt has received a grant from the African Development Bank/Multi Donor Trust Fund for Countries in Transitions (TFT) to finance the project entitled “Tanmia wa Tatweer: Egypt’s Entrepreneurship Development Project.” The Project will be implemented by the Academy of Scientific Research and Technology (ASRT) ;
  2. The principal objective of this project is to: enhance and support the entrepreneurship ecosystem in Egypt to enable empowerment of existing and potential entrepreneurs particularly youth and women, to establish, manage and operate successful innovation-driven businesses in 3 priority sectors: (i) agribusiness; (ii) clean and green; and (iii) creative industries with a focus on handicrafts and performing arts. Geographical priority will be given to Upper Egypt and the New Valley/Oasis. The project will thus contribute to improving employability, creating jobs, improving competitiveness of the economy, and contributing to inclusive growth particularly in disenfranchised areas ;
  3. The project includes the following components :
  • Component 1: Enhancement of Enabling Environment : The activities of this component aim to increase entrepreneurship knowledge management and institutional capacity building through the following sub-activities: (i) Supporting the National Entrepreneurship platform and linking it to AfDB regional platform through sharing information, networking activities, organization of events, and study tours; (ii) Developing Massive online Open Courses (MOOC) to be hosted on Egyptian Knowledge Bank (EKB); (iii) Best Practices in MOOC Development; (iv) Institutional support to ASRT; and (v) studies on innovative financing for start-ups and Best Practices in MOOC development ;
  • Component 2 : Direct Support to Entrepreneurs : this will be provided through the implementation of (i) 5 incubation programs and (ii) 7 acceleration programs ;
  • Component 3 : Project Management : (i) recruitment of project management consultants to support ASRT in implementing the project; (ii) external auditing firm; (iii) office equipment; (iv) communication and production of a documentary; (v) project completion report.
  1. Procurement of goods and the acquisition of consulting services will follow the Bank’s Procurement Policy for Bank Group Funded Operations dated October 2015 using Procurement Methods and Procedures allowed and described in its Procurement Framework. Bidding documents are expected to be available in June 2020. The following are the modes of procurement under the project :
  • Consultancy services for Firms : Developing Massive On-line Open Courses (MOOC) through Quality and Cost Based Selection (QCBS); Study on innovative financing mechanisms through Consultant Qualification Selection (CQS); Best Practices on MOOC development through Consultant Qualification Selection (CQS); Communication and Production of Documentary through Consultant Qualification Selection (CQS); and External Auditor through Least Cost Selection (LCS) ;
  • Consultancy services through Individual Consultant Selection : Project Coordinator; Monitoring and Reporting Officer; 2 Field Experts; Procurement Expert; Project Completion Assessment; Portfolio Consultant; Financial Consultant ;
  • Direct support to Entrepreneurs : All incubation and acceleration programs are procured through fixed budget selection method (FBS) (a) 5 Incubation programs: Handicrafts in Upper Egypt; Handicrafts in Oasis; Clean and Green in Upper Egypt; Performing Arts in Cairo; Agribusiness in Upper Egypt. (b) 7 Acceleration programs: Handicrafts in Cairo; Clean and Green in Cairo; Handicrafts in Upper Egypt; Clean and Green in Upper Egypt; Performing Arts in Cairo; Agribusiness in Upper Egypt; Handicrafts in Oasis ;
  • Office Equipment through shopping method.
