The Government of the State of Eritrea has received financing from the African Development Bank towards the cost of the Public Financial Management and Statistics Capacity Building Project. The government intends to apply part of the agreed amount for this Grant for payments to recruit an Individual Consultant to draft Public Procurement Law and related documents.

The services included under this project are assessing the existing institutional and regulatory framework and institutional arrangement, identify gaps, limitations and develop a detailed road map and communicate the approaches to carry out the public procurement reform.

The Ministry of Finance of the State of Eritrea now invites eligible Individual Public Procurement Consultants to indicate their interest in providing technical assistance services for drafting Public Procurement Law and related documents. Interested Individual consultants must provide information indicating that he/ she is qualified to perform the services (description of similar assignments, experience in similar conditions, availability of appropriate skill, etc.).

Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s “Rules and Procedures for the use of Consultants”, October 2015, which is available on the Bank’s website at http://www.afdb.org. The Borrower is under no obligation to shortlist any applicant Firm that expresses interest.

Expressions of interest must be delivered to the address below by 31 July 2020 at 16:00 hrs local time and mention “Eritrea Public Procurement Reforms”.
