What you’ll do :

The consultant will focus providing operational, technical advisory, and research support for technical cooperation and loan programs of the Fiscal Management Division.

  • First responsibility. Enhance the understanding of LAC tax administration and tax policy, including tax expenditures by producing comparative research papers and knowledge products.
  • Second responsibility: Consolidate databases on public companies, particularly those related to the energy sector. Also provide inputs for the diagnosis of the state of fiscal management of public enterprises and its implications in an energy transition scenario.
  • Third responsibility: Assist in developing policy recommendations for strengthening public financial management regarding tax expenditures and fiscal regimes for extractive industries.
  • Fourth responsibility: Elaborate and contribute to the design of theoretical and econometric models for the evaluation of tax expenditures and reform of tax regimes of extractive industries.
  • Fifth responsibility: Support the implementation, execution, and monitoring of technical cooperations. This might include preparing discussion papers, implementation a pilot project, designing a training program, and disseminating results.
  • Sixth responsibility: Participate in missions regarding the portfolio and pipeline of the IDB projects in the LAC region as per request of the TL.
  • Seventh responsibility: Assist in developing inputs, information, and databases for both the projects and papers under the responsibility of FMM as per request of the TL.
  • Eighth responsibility: Support the organization of knowledge dissemination events to socialize the results of the projects with client governments. Coordinate and organize capacity building programs, dissemination events, and workshops as planned as part of projects or demand from the FMM. Manage the agenda, logistics coordination with other areas of the Bank and engagement with client countries to identify new areas of cooperation or follow up on technical assistance request that might arise.
  • Ninth responsibility. Support the involvement of IFD/FMM Division on all other instances within the IDB and with other countries and international organizations to nurture relationship and strengthen the body of knowledge and state of the art in public financial management.

What you’ll need:

  • Citizenship: You are a citizen of one of our 48-member countries;
  • Consanguinity: You have no family members (up to fourth degree of consanguinity and the second degree of affinity, including spouse) working for the IDB Group;
  • Education: PhD preferred ormaster’s degree in areas related to economics, public administration, public policy, public finance, or governance. (Demonstrated equivalent experience may be considered in lieu of degree);
  • Experience: A minimum of five years of professional experience as research a in project management, operations, and/ or research;
  • Languages: Advance, writing and speaking of English and Spanish. Proficiency in other official languages of the Bank will be a plus.

Core and Technical Competencies:

  • Strong quantitative and qualitative analytical skills;
  • Experience in research assistance;
  • Proficiency in statistical packages such as STATA and R is preferred;
  • Ability to manage priorities and workflow with strong multi-tasking and problem-solving skills;
  • Excellent writing and communication skills.
