Responsibilities:

  1. Bid Prioritization
    •  Lead IFS global bid prioritization process quarterly. Lead on aligning priorities of different groups within CARE (COs, technical teams and IFS), ensuring effective and constructive collaboration to reach mutually-agreed upon priorities.  Work with teams to address points of disagreement. Ensure continuous review of new opportunities as well as bids in scoping and capture to ensure continuous alignment is maintained.
    • Engage with Country Offices on prioritization follow up and trouble shoot/problem solve to achieve alignment on priorities.  Support consensus building on bid prioritization leveraging information on competitiveness looking at internal and external factors.
    • Continuously review and improve the prioritization process and build capacity where needed to ensure all stakeholders are engaging in a nuanced and informed approach to strategic prioritization.
  2. Scoping/Market Analysis
    • Oversee bid-specific scoping process including development of scoping reports and providing nuanced, expert recommendations in line with priorities and reflective of CARE qualifications and market and client dynamics.
    • For countries with pipeline challenges or strategic countries, conduct multi-sector market analysis, pulling public and internal information and working with country, technical, and SEAL team colleagues to gather relevant intel.  Interpret and analyze data to advise/support countries to develop strategies and operational plans leveraging strong understanding of CARE technical and geographic focus areas.
  3. Communication and Coordination
    • Coordination of country engagements across SEAL and Bid Management teams.  Ensure regular flow of information across IFS to ensure 1) synchronicity of SEAL’s efforts on long-term positioning with bid decisions and development and 2) continuous, bi-directional knowledge sharing so that all teams receive intel in timely and relevant manner so that they can effectively utilize it to inform decisions and activities.
    • Lead on planning and support execution of standing meetings with Regional Directors and Country Directors on region and country specific business development.
    • Provide country and regional teams with timely updates on decisions affecting their pipelines.
  4. Opportunity Identification and Distribution
    • Oversee and identify ways to enhance effectiveness of daily USG bid opportunity distribution and ensure alignment with technical and geographic priorities.
    • Oversee staff responsible for opportunity distribution, providing senior-level guidance to ensure relevant opportunities are shared in a timely manner and with the necessary information to allow appropriate action.
    • Track trends in solicitation requirements, noting changes in USG requirements that may affect broader decision-making. Communicate these trends to senior leadership to inform decision-making.
    • Identify and institutionalize new processes and systems aimed at improving CARE’s ability to identify opportunities long before they hit the forecast.
  5. Capacity Strengthening and Learning
    • Work with the SEAL Director and Knowledge Management and Learning manager to develop and execute BD capacity strengthening programs for CO and HQ staff aimed at improving their capacity to lead on strategy and analysis for pursuing new business.
    • Conduct IFS and CARE wide knowledge events in collaboration with other team members and in coordination with SEAL Knowledge Manager.

Qualifications :

  • Bachelor degree in development or other relevant social science field of study that emphasizes critical analysis and thinking skills.
  • 8-10 years of relevant experience in business development or program management with an INGO including engaging closely with Country Office staff.
  • Relevant professional experience focused on conducting research, performing analysis, and/or developing and executing strategies or operational plans.
  • Strong familiarity with USAID and/or other USG donor requirements.
  • Demonstrated project management and leadership experience.
  • Strong understanding and experience with MS Excel.
  • Ability to source and synthesize internal and external data to make recommendations on business development.
  • Strong communication skills (group and inter-personal)
  • Excellent writing and editing skills with special emphasis on clear, persuasive language.
  • Knowledge of US government bid development processes and proposal requirements.
  • Ability to work under tight deadlines and comfortable with fast-paced, deadline-driven tasks and assignments.
  • Comfortable working independently and pro-actively solving problems and seeking solutions.
  • Success in designing and implementing strategic and/or operational plans.
