Under the direct supervision of the Senior Director, Emergency & Humanitarian Programs, the Assistant Director, Emergency MEAL will be the standard-bearer for HIAS’s Emergency MEAL capacity (in its systems, standards, implementation and operations). Working closely with headquarters, regional and country office staff, they will be responsible for setting HIAS’s standards in emergency MEAL and very often modeling those standards through in-country and remote deployments. This position sits on HIAS’ rapid deployment team, with the requirement to deploy to locations where HIAS is/has initiated emergency programming, sometimes within 72 hours. Their work will include continuous improvements to HIAS’ emergency response monitoring and evaluating systems, (rapid) multi-sector needs assessments and protection monitoring systems, ensuring safe and accountable programs (with HIAS’ AAP lead), and programmatic impact systems. A core focus of the position will be to build MEAL capacity at the country level (alongside regional MEAL staff), facilitate capacity sharing and ensure ongoing mentoring and training in MEAL concepts for HIAS and partner staff.
Note, this position is based at our headquarters in Silver Spring, Maryland or our office in New York, New York, and we will consider a remote option for applicants who live outside of commuting distance to either of our offices and are based in other states in which we are registered (Arizona, California, Colorado, Connecticut, Florida, Georgia, Iowa, Massachusetts, Michigan, Minnesota, Nevada, New Jersey, Ohio, Oregon, Pennsylvania, Texas, Virginia, West Virginia, Wisconsin). This position can also be based in the LAC and Africa & Eurasia regions in countries where HIAS has existing operations.
ESSENTIAL FUNCTIONS:
- Develops MEAL guidance and standards methodologies for the collection and analysis of data in emergencies to allow for comparison and aggregation across time and the different projects.
- Maps and details the navigation, selection, application and adaptation of existing donor and industry MEAL guidelines, tools and templates at the relevant stages of the project cycle.
- Mainstreams Global MEAL in Emergencies Guidelines across all related MEAL activities at the field level and ensures the guidance notes for monitoring, evaluation and accountability are functional at the field level.
- Leads multi-sector team in the design, implementation, analysis and reporting of rapid multi-sector needs assessments for new emergencies; when called upon, supports country offices to do so.
- Works with country offices to ensure that needs assessments include analysis of local systems and capacities, and, where relevant, lays the foundation for further partner scoping.
- Develops clear Need Assessment Plans, budget, tools and data collection schedules to ensure speedy and organized data collection.
- Ensures the effective set-up of tools for mobile data collection (e.g. Kobo).
- Supports the program and MEAL team with developing the emergency portfolio results framework, theory of change, log frame and MEAL plan, including indicators for existing and new emergencies.
- Identifies the budget/resources needed for MEAL activities of emergency projects.
- Writes full narrative reports (needs assessments, internal reviews, progress reports) and executive summaries for management use during emergency responses.
- Presents information and ‘tells the story’ of the project to multiple audiences and decision makers based on the findings from the analysis and monitoring.
- Verifies reports’ accuracy and presentation of information, including the use of appropriate graphs and tables.
- Identifies the gaps in staff knowledge of MEAL concepts and skills, and provides trainings in these topics.
- Provides coaching/mentoring of staff and on-the-job training to improve skills of the staff in MEAL.
- Develops and trains HIAS’ MEAL emergency standards.
- Works on HIAS’ emergencies policies, procedures and tools for use during HIAS’ declared emergencies.
- Provides remote or in-person training on MEAL in emergencies.
- Maintains, validates and updates the MEAL roster (internal and external).
- Provides remote MEAL support to emergencies.
- Coordinates and represents with other MEAL professionals/organizations in the emergency space.
- Performs other duties as assigned.
QUALIFICATIONS & REQUIREMENTS:
- Undergraduate degree in a relevant subject area (statistics, data management, social sciences, public health, economic development) or related experience.
- 5-7 years of work experience within MEAL-related functions in diverse humanitarian contexts, including time spent on design and leadership of rapid multi-sector needs assessments in emergencies.
- Experience developing collaborative relationships with partner organizations to coordinate and/or support capacity strengthening around their MEAL activities.
- Experience leading data collection and analysis for multi-sector and multi-donor funded humanitarian programs.
- Excellent understanding of a range of quantitative and qualitative data collection and analysis methods required.
- Proficiency and experience with mobile data collection software, such as Kobo, CommCare and ODK Collect, is essential, as well as proficiency with Microsoft Excel; proficiency with SPSS, STATA or other similar software desirable.
- Knowledge of Tableau, PowerBI or GIS software are additional assets.
- Demonstrated ability to develop functional and user-friendly systems to utilize routine and survey data in program quality improvement and evidence-based decision-making.
- A strong understanding of accountability mechanisms and proven ability to build responsive client feedback systems is a distinct advantage.
- Knowledge of the humanitarian and emergency actors, coordination structures and roles and responsibilities.
- Demonstrated experience working with humanitarian rosters and deployment to emergency settings.
- Strong analytical, coordination and organizational skills.
- Proven ability to lead and manage teams to achieve demonstrable results.
- Excellent written and oral communication skills in English; foreign language functional fluency preferred, especially Spanish and/or French.
- Ability to deploy within 48 hours for several weeks to high-stress, insecure environments with limited resources available.
- Ability to work across cultures and with a variety of stakeholders, both internally and externally, representing the Emergency Department and HIAS.
- Ability to work independently in a fast-paced environment and meet conflicting deadlines with a minimum of supervision.
- Extremely flexible and can cope with stressful situations and frustrations.
- Travel, to include travel to insecure operating environments, may be required.
