PRINCIPAL RESPONSIBILITIES:  

  • Participate actively in setting Project HOPE’s strategic direction and focus in the area of public policy engagement.
  • Support development and implementation of Project HOPE strategies for engaging with the UN, US Administration, Congress and other federal and state entities.
  • Research, monitor, analyze and respond to global (UN) and federal issues that affect Project HOPE’s agenda and priorities.
  • Work with CEO, Global Health Team, Communications/Media team, and field offices as appropriate to plan and produce consistent, thoughtful and timely outreach materials such as advocacy tools, issue briefs, position statements, social media content, and talking points. 
  • Draft testimony and position papers on public policy issues.
  • Organize and engage partner stakeholders as well as policy makers in public policy efforts on global health and humanitarian work.
  • Develop opportunities for Congressional and staff delegation visits to field sites.
  • Work with congressional staff and committees to contribute information on issues related to bills and resolutions in relation to Project HOPE advocacy objectives.  Explore opportunities for congressional hearings and briefings relevant to issues of concern. 
  • Create and organize opportunities for staff to speak in formal settings. 
  • Draft testimony for congressional hearings, policy statements and letters to Members of Congress.
  • Co-develop system to track Project HOPE policy and advocacy actions and progress toward key goals.
  • Develop approach and materials to engage Project HOPE funding base in advocacy.
  • Create and manage systems to track critical information about key issues and policymakers.
  • Attend relevant meetings and represent Project HOPE in DC, NY, Geneva and other avenues as necessary.
  • Visit field programs when needed.
  • Identify, track, and participate in policy and advocacy campaigns critical to the organization.
  • Build and maintain relationships with Administration staff, Congressional staff and fellow NGO colleagues to advance policy goals.
  • Advise relevant HQ teams and field offices on key policy and legislative issues that affect Project HOPE’s work.
  • Organize and lead Policy Advisory Calls as needed.
  • Respond to requests for information from Congress, Administration officials, UN agencies and other relevant entities.
  • Other duties as assigned. 

MINIMUM QUALIFICATIONS:

  • Minimum 5-7 years of experience in legislative advocacy, US Congress, and governmental affairs, preferably in an international relief and development context.
  • Bachelor’s degree required; Master’s degree preferred.
  • In-depth knowledge of the humanitarian and development sector and global health.
  • In-depth knowledge of Administration and Legislative processes, especially the Appropriations process.
  • Proven track record of accomplishments in policy and advocacy, preferably in international relief, development and/or global health.
  • Strong knowledge of, and relationships with, key networks in the Washington, DC area on issues related to international relief, development and global health.
  • Understanding of relief and health development fieldwork and understanding of the connections between policy considerations to their field-level implications.
  • Understanding of work with diverse and resource poor populations.
  • Very strong written communication skills as well as public speaking and presentation skills.
  • Proven planning and analytical skills to evaluate complex situations and recommend next steps/solutions.
  • Clear and strategic thinker with a proven ability to work independently, handling multiple tasks and priorities with minimum supervision.
  • Strong computer skills, including proficiency in Microsoft Office.
  • Commitment to Project HOPE’s mission and beliefs.
  • Ability to travel.
