It is against this background that UNICEF Office to the AU and UNECA in collaboration with USAID is seeking the services of a Monitoring and Evaluation Officer to be seconded to the End Child Marriage Campaign Secretariat of the Department for Social Affairs, African Union Commission. The Campaign Secretariat plays a critical role in the overall implementation of the Campaign strategic plan by leading in the design, development, monitoring, reporting and accountability of Campaign.

 

How can you make a difference?

Purpose :

The consultant will lead the delivery of a comprehensive Monitoring and Evaluation framework to be used by AU member states for collection and analysis of data on progress, challenges and successes in implementation of mechanisms at national level to end child marriage.

 

Main Duties and Responsibilities :

The Monitoring and Evaluation Officer will be expected to carry out the following tasks :

  • Contribute to improving current and future management of outputs, outcomes and impact of the Campaign at continental level ;
  • Conduct research and carry out monitoring and evaluation exercises on the status of child marriage in member states, including through post launch country visits ;
  • Responsible for the design, coordination and implementation of the monitoring and evaluation, research, and learning framework of the Project of the Campaign ;
  • Provide effective, accurate and timely monitoring, evaluation, reporting and review of all project activities from member states and other stakeholders ;
  • Facilitate the generation of campaign scorecard and data collected from member states for public sharing, including on the campaign’s social media pages, Campaign website and other online platforms ;
  • Produce an annual report to assess that the Campaign is achieving set targets in line with its strategic plan ;
  • Prepare activity reports as required

Expected Deliverables and Time Frame :

  • Periodic reports (bi-annual) on the state of child marriage in AU Member States ;
  • Engage in selected post launch visits with the Special Rapporteur and Campaign team to inform on way forward for engaging Member States on strengthening M&E system ;
  • Present data collected from Member States during annual technical consultative meetings ;
  • Maintain the scorecard and performance management plan for the Campaign ;
  • Campaign annual review meeting and report.

The consultant will be working on the expected deliverables over the course of 11.5 months as follows :

To qualify as an advocate for every child you will have…

  • An advanced university degree (Master’s or higher) in Social Development, Human Rights and Development, Law, or other related discipline ;
  • A minimum of [Seven] years of relevant professional experience in AU, related government ministry on Gender issues, UN, or NGO is highly recommended ;
  • Ability to monitor and evaluate technical and strategic methodologies and information ;
  • Ability to formulate technical reports and other technical communications documents ;
  • Ability to develop and manage programs within an agreed time frame ;
  • Experience working in Africa and good knowledge of the Africa Union and its regional and related, national, regional and continental  mechanisms ;
  • Experience working in a fast-paced International organization is highly desirable ;
  • Developing country work experience and/or familiarity with emergency is considered an asset ;
  • Knowledge of at least two AU working languages would be welcome ;
  • Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.

Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
