The Regional HRM and LMG Advisor will provide management and oversight for the establishment and strengthening of governance structures, policies, procedures and practices for effective human resources management at Regional Health Bureau (RHB), Zonal Health Department (ZHD), Woreda Health Office (WoHO) and health facilities in Ethiopia. This will include: providing support to improve organizational structure and staffing, HR leadership and governance development; evidence-based planning for human resources; strengthening Human Resources Information System (HRIS), effective HR management including recruitment, deployment, motivation, and retention; and health education and health workforce regulation.

The ideal candidates will have technical expertise and prior experience in program management or HRH program implementation, and more specifically, human resources management (HRM), experience working with health management structures of the Government of Ethiopia and other key stakeholders; leading teams, communicating and networking, completing deliverables on time, and achieving results.

Responsibilities

Under the guidance and leadership of the Human Resources for Health Management Technical Advisor, Regional HRM & LMG Advisor is expected to strengthen RHB’s Human Resources for Health and relevant structures at sub-regional level and health facilities. Regional HRM & LMG Advisor will conduct organizational and human resources management capacity assessments, plan and provide support to facilitate implementation of project interventions, and provide training in HRM to select staff so they can become effective HR managers. S/he will contribute to program learning, monitoring and evaluation and research.

  • Support implementation of regional and local approaches for and capacity building on health workforce planning and long-term forecasting of HR needs
  • Institutionalize use of the Workload Indicators of Staffing Need (WISN) Tool at facility level for workforce planning
  • Implement innovative deployment, motivation, and retention schemes that address workforce shortages and high turnover rates, including gender-related challenges in the system
  • Coordinate establishment four hub-and-spoke networks with hospitals/RHBs to facilitate peer-to-peer learning among HRM/LMG/HRIS leaders and experts
  • Support implementation of a health sector performance-based evaluation system, including the Balanced Score Card for regional and local governments and facilities
  • Support HR planning, recruitment and deployment at the time of emergency
  • Participate in surge capacity assessment and follow up action plans with EPHI, MOH, RHBs and Facilities
  • Coordinate supportive supervision visits to health facilities to improve availability and quality of HRIS data
  • Assist in the roll-out of the strategy for workforce deployment during national emergencies and humanitarian crises
  • Support the institutionalization of policies and procedures related to emergency management
  • Coordinate training of regional and local HRM staff to participate in relevant virtual training courses related to HRH and emergency response in the health sector
  • Strengthen leadership, governance, and management capacity and functions at regional,Woreda and health facilities levels
  • Liaise with existing implementing partners and coordinating bodies on the ground to support HRH activities
  • Support Regional health bureau and lower structures on human resource for health data collection, compilation and analysis.
  • Support on proper implementation of the iHRIS at regional, woreda and facility level.
  • Foster regular data utilization culture for evidence based decision making at Regional, woreda and facility level.
  • Support on public private partnership to have a comprehensive HR data from the private health facilities
  • Perform other duties appropriate to the position as assigned by the HRH Management Advisor or his/her designate

Preferred Qualifications

  • Postgraduate Degree in public health, international development, public administration, management, social sciences or a related discipline.
  • Six to seven years of experience in the following areas: Implementing HRH Management and quality improvement programs; Providing HRH and leadership and management training with regional, zonal, and district health offices; Providing technical assistance to RHBs staff working on Human Resource for Health.
  • Fluency in written and spoken English required. Willingness to travel within the region required.
  • Understanding of USAID administrative procedures and requirements, fluency in Amharic, a plus.
  • Excellent communication and interpersonal skills.
  • Ability to build synergies across technical disciplines, leverage private sector resources, and nurture innovative alliances.
