ORGANIZATIONAL CONTEXT

This job is found in WFP Ethiopia, Dollo Ado Sub Office and job holders report to a more Programme Policy Officer.
Job holders are likely to be working under the close support and guidance of a more experienced professional staff member receiving guidance and regular feedback on work performed. They are typically involved in programme or policy activities or similar nature and analytical work of limited complexity.

KEY ACCOUNTABILITIES (not all-inclusive)

Under the overall guidance of the Head of Dollo Ado Sub-office as well as Activity 5 (technical) focal points and project managers in the Somali Area Office and Country Office, and under the direct supervision of the Programme Policy Officer (Activity 5 lead) in Dollo Ado office, the job holder will be responsible for the following:

  1. Contribute towards the design and implementation of a variety of projects, plans, and processes, related to climate change adaptation and resilience building, ensuring alignment with wider programme policies and guidance.
  2. The candidate will specifically focus on livelihood enhancing and market strengthening activities, including both agriculture/cropping and livestock.
  3. Organize practice-oriented technical trainings on market strengthening, livelihood-enhancing activities and practices for various livelihoods, including cropping, livestock, and value chain improvements, amongst others, to enhance the capacity of WFP staff, the government, and cooperating partners to design and deliver effective livelihood and resilience programmes.
  4. Establish model / demonstration sites with integrated and diversified technologies and initiate the scaling up of those initiatives and support advocacy work.
  5. Conduct periodic monitoring of all infrastructure/asset activities followed by preparation of a comprehensive report with best practices and recommendations. Prepare evidence-based recommendations on measures to improve facilities / infrastructures suitability to operational purpose, safety, and efficiency of structures and equipment including support in development of project guidance materials (e.g., manuals) on project implementation.
  6. Participate and support training on 3-pronged approach related tools, particularly Community-based participatory planning, and seasonal livelihood programming.
  7. Support the management of partnerships on climate change adaptation and resilience building, liaising closely with government counterparts, cooperating partners, financial service providers, and other stakeholders on all technical aspects related to Activity 5 initiatives.
  8. Support government staffs on technical subjects during planning, trainings, workshops and joint monitoring and reporting.
  9. In close liaison with M&E focal persons for the CPs and CO, support the generation of progress monitoring reports, impact stories, photo images and video clips for social media and participate in project evaluation and documentation of the lessons learned and best practices.
  10. Follow data gathering and monitoring systems ensuring that rigorous quality standards are maintained, including overseeing cooperating partners and third-party monitors. Pro-actively analyze data to determine recommended follow-up actions and oversee their implementation
  11. Provide technical advice and support on implementation of various, household, or community infrastructure/assets, ensuring that outputs meet the established quality standards and are compliant with wider WFP policies.
  12. Coordinate with technical focal points and project coordinators in WFP’s Somali Region area office and Country Office on implementation of projects under the CSP’s Activity 5.
  13. Cooperate with relevant units in the adoption of a gender and protection lens in the planning, implementation, and monitoring throughout the implementation of activities.
  14. Support donor missions to the field in recovery/livelihood intervention areas.
  15. Delivery of weekly and monthly updates to various offices on activity 5 implementation.
  16. Lead, motivate and develop a team of staff to enable high performance.
  17. Proper documentations, filling for audit purposes; ensure compliance to WFP standards.
  18. Any additional duties as requested.

STANDARD MINIMUM QUALIFICATIONS

Education : University degree in Environmental sciences, Agriculture, Climate Change Adaptation, Social sciences, Engineering, or other related subjects.

Experience : At least five years working experience and demonstrated technical expertise in the areas of climate change and capacity building, financial inclusion, resilience strengthening, livelihood building, as well as market and value chain strengthening, including aggregation centers and cooperatives. Experience in WFP-related programmes and PSNP is considered an asset.

Language :  Fluency in both oral and written English and Somali language is a must. Knowledge of other Ethiopian regional languages would be an advantage.
