Summary of Job

The focus of the Program Manager is to implement the WASH program as articulated in ForAfrika Ethiopia Response Plan. The WASH PM project manages the program through local organizations in close coordination with the DRD, CD, and Finance Officer.

Represent ForAfrika at WASH coordination meetings. Serves as focal point for program coordination between ForAfrika management, Local communities, Local Government, other Aid Agencies, UN agencies, and ForAfrika on site staff.

Provide timely reports and administrative support to program activities. Support decision making process based on budget, time and quality in the best interest of ForAfrika and beneficiaries.

Main Tasks

  • Water, Sanitation, & Hygiene (WASH). The objective is to improve WASH in Ethiopia through targeted interventions where the cost benefit is maximized. Some of the key activities are:
  • Connect with local Communities, and Local Government to understand needs and existing solutions.
  • Document meetings, stories, needs, and how local communities fulfill their needs in absence of aid organizations.
  • Explore with local leaders how best practice and technology can improve conditions. For example, converting borehole pumps from diesel to solar systems. Gauge the level of community participation that is available for such interventions. Example water committees, digging of trenches for piping, maintaining pumps.
  • Present WASH gaps and proposed interventions to the DRD / CD. Assess feasibility of ForAfrika program being implemented in such communities through local partners.
  • Priority will be to identify existing water wells that are under performing and need to be rehabilitated or improved.
  • After the decision to proceed with programs in a community install continuous monitoring and evaluation of WASH activities.
  • Stay informed of market trends and new equipment that becomes available. Where feasible this should be incorporated into program design.

Coordination

  • Ensure good, clear communication with program participants. It is critical to present a realistic, honest picture to all stakeholders. Refrain from making any promises and focus on delivering program objectives.
  • Update the program information system daily. Be able to present accurate data on participants and program deliverables. (Who, what, where, when, what thereafter). Feed this data in the country wide WASH Coordination.
  • Participate in Humanitarian Coordination with external stakeholders. Draft minutes for meetings when ForAfrika is the chair.
  • Cultivate close working relationship with Ethiopia Federal and Regional (State) Government, Community Leaders, Partners, and Funding representatives.
  • Optimize synergy with Government and other Aid Agencies. Prevent overlapping of programs.

Program Support.

  • Provide optimal support to local organizations implementing on behalf of ForAfrika. Provide support in the best time, cost, and quality.

Emergency Preparedness & Response.

  • When requested, support emergency preparedness and response that ForAfrika Ethiopia may decide to respond to.

Finance.

  • Enable Finance Officers to account accurately and timely for all funds received.
  • All expenditures require written approval from the CD / DRD.
  • Participate in finance pipeline planning.
  • Ensure that laws and regulations of the funding agency is implemented diligently.

Managerial

  • Ensure that ForAfrika Policy & Procedures are followed within all activities. Report violations to the DRD and Finance at Global Support Office.
  • See that program activities follow SPHERE standards, funding entity standards, and local government standards.
  • Support development of funding applications.
  • Manage risks, ensure that liability waivers are used in program areas, report uncovered risks immediately to the CD / DRD.
  • Continued learning is critical to enable frequent adjustment in program design and evaluation of service providers / partners.

Safety & Security.

  • Stay informed of security risks and report increased risk asap to the CD / DRD.

Reports.

  • Provide reports as per agreed program schedule. Maintain an accurate database from which reports can be formulated.

Expected Result:

Primarily.

  • ForAfrika Management expects that this Program will continue to grow and expand, alleviating poverty and improve health and wellbeing of targeted populations.

Secondary.

  • Establishing long term office capacity demonstrating ForAfrika Ethiopia has the capacity to fulfill its mandate.

In Depth.

  • From day one all activities must be in tandem with the phase out plan, building of community ownership, weening participants off dependency from ForAfrika support.

Guidelines & Boundaries:

  • ForAfrika Policy & Procedures related to each department, i.e WASH, Finance, Disaster Response, Procurement, Communications, and Security.
  • SPHERE standards and humanitarian standards ForAfrika are signatory to. Together with UN & NGO Coordination Forum standards.
  • Ethiopia laws and regulations. Laws of Funding Entity, example USG.

Consequences:

  • The Program Manager’s ability to master the above will directly be evident in the welfare of the program, the life given to beneficiaries, and the welfare of it’s staff.
  • Negligence and failure to meet this TOR can result in devastating effects on beneficiaries who are dependent on ForAfrika programs; it can negatively effect donor funding; and the safety of ForAfrika teams. Any such negligence may result in swift remedial action by country management.

Person Specification – Minimum Requirements:

  • Academic qualification related to Water Programming Security. Degree level or higher.
  • Fluent in English and at least one local language.
  • This position is recruited in Addis Ababa. Person must be willing to live in Addis Ababa for the duration of the contract.
  • Proven track record of successful WASH program management.
  • Demonstrated project management skill. Project management qualification will be an asset.

Person Specification – Preferred:

  • Previous experience in managing large internationally funded humanitarian projects.
  • Proficiency in local dialects.
  • Must be Ethiopian national.
