Background:

The International Rescue Committee, one of the world’s largest humanitarian international NGOs, provides relief, rehabilitation and development support to vulnerable people and communities over 30 countries. We began work in Ethiopia in 2000 in response to severe drought in Ethiopia’s Somali region and are currently providing assistance to Ethiopians and refugees in six regions in Ethiopia, implementing emergency and development programs in health, water and sanitation, economic recovery and development (ERD), women’s protection and empowerment, education, child protection, and multi-sectoral emergency response.

 

Scope:

Under the supervision of finance manager, the finance officer is responsible to ensures proper budget management through provide quality proposal review feedback, prepare budget vis Actual analysis to respective focal points, and prepare quality donor and gov’t report on timely manner. In addition, the finance officer is responsible to ensuring all available partnership management policies, guidelines and procedures are well exercised and implemented in the management consortium.

 

Responsibilities:

  • Ensured Partners are following the agreement in respect to reporting requirement till the date am assigned on this project ;
  • Support provided for all sub grants when they have any question on timely manner and this helps them to understand compliance requirement ;
  • Partner’s performance properly tracked based on submitted reports and issues flagged timely for each over/under / spending ;
  • Each partner’s expenditure booked into our system timely till am assigned for ;
  • Ensure partners payment transferred timely ;
  • Review the compliance of budget proposals developed by different units with IRC policy and donor requirements, this includes checking the overall cost, budget and budget breakdown of proposals ;
  • Upload new and revised budget on the online BVA per the given schedule ;
  • Take part in donor or government audit process by providing appropriate document and information to auditors for queries could be raised ;
  • Produce monthly BVA (per assignment) with important details and clear note on issues to be addressed regularly. Assist IRC staff in how to use and read BVA in day-to-day operation ;
  • Review/prepare accurate government report quarterly or as per required schedule on the agreement ;
  • Attend on regular Grant Opening and Closing Meetings and reflect issues from finance side ;
  • Take part in donor or government audit process by providing appropriate document and information to auditors for queries could be raised ;
  • Follow-up sequential usage of IRC PAD by field and Addis office to strengthen internal control ;
  • Perform inventory spot check while in field visit to ensure IRC policy is in place. Coordinate and participate annual inventory count ;
  • Ensuring donor reports prepared and submitted to the donor after ensuring internal process with HQ and with high quality on monthly, quarterly, and yearly bases per reporting schedule ;
  • Review government budgets and ensure timely submission ;
  • Assist in generating T2’s for new agreements and budget revisions using appropriate donor format to generate donor report easily ;
  • Do all tasks assigned by the Finance Manager.

 

Profil

  • Degree in Accounting with a minimum of 2 years’ experience or Diploma in Accounting with a minimum of 5 years’ experience ;
  • Operating Excel, Word, and Access are required. Knowledge of Sun Accounting system and/or other accounting software is advantageous ;
  • Experienced in preparing donor report,proposal review and subgrant management more advantageous ;
  • Ability to work under pressure and stressful situations ;
  • Ability to communicate well in English ;
  • Strong organizational and interpersonal skills ;
  • Positive and professional attitude, able to organize, maintain composure and prioritize work under pressure, able to coordinate multiple tasks and maintain attention to detail
