Plan International Ethiopia is looking for Finance officer for MC4ML Project for Amhara Area who will be reporting to the PA Finance Coordinator.
Dimensions of the Role
The post holder is responsible for all cash transactions necessary for effective office running including petty cash management, support cash related project deliverables and maintaining documentation as per the organization regulation.
Accountabilities
- Conduct monthly PIE Transaction review as per donor budget coding and compliance requirement.
- Conduct monthly Partner transaction review to check if Global Affair Canada compliance requirement in place.
- Provide capacity building training for Partner Finance staffs.
- Ensure Expenditure codding’s are aligned with donor compliance requirement.
- Prepare and submit Monthly, Quarterly, Semi-annual and Annual Donor Financial report as per the donor reporting time line.
- Prepare and update Project Asset register both for PA and Partners.
- Conduct Frequent compliance visit to partner’s office.
- Work closely with implementing partners
- Review accuracy and eligibility of Partner advance request and check against partnership agreement.
- Partner advance liquidation and reporting.
- Facilitate Donor /NO and Auditor Visit based on the schedule from each party.
- Follow budget versus expenditures and timely reporting for any variance.
- Prepare cheque after checking all financial documents are reviewed & approved.
- Prepare: – payment voucher, cash receipt, withholding tax voucher for suppliers, purchase order, journal vouchers, and submit the hard copy to be reviewed & approved.
- Prepare monthly budget vs Expenditure reports per source and update project coordinators, PAM and PA Finance coordinator for timely utilization.
- Prepare Monthly payrolls for staffs on timely basis.
- Keep filling systems in which documents could be readily available, easily traced and ensure that all documents fulfil the appropriate source document.
- Conduct surprise cash counts handled by cashier/s and report to the Program Area Finance Coordinator directly.
- Keep separate records of all fixed asset purchase with program, sponsorship and projects.
- Responsible for the timely settlement of cash advance and report to the Program Area Finance coordinator if there is any delay;
- Perform timely payment of Tax and Pension fund.
- Conduct regular monitoring visit to partners’ offices, to provide technical assistance on finance management and assess whether grant funded projects are properly managed by partners
- Engage in partnership document review and liquidation.
- Replace the task of cashier in his/her absence/when necessary.
- Keep proper documentation
- Performs any other duty assigned by his/her immediate supervisor.
- Ensures that Plan International’s global policies for Child Protection (CPP) and Gender Equality and Inclusion (GEI) are fully embedded in accordance with the principles and requirements of the policy including relevant Implementation Standards and Guidelines as applicable to their area of responsibility. This includes, but is not limited to, ensuring staff and associates are aware of and understand their responsibilities under these policies and Plan International’s Code of Conduct (CoC), their relevance to their area of work, and that concerns are reported and managed in accordance with the appropriate procedures.
Technical expertise, skills and knowledge
Educational Qualification and Experience:
- BA degree in Accounting/Business management & related fields with at least four years of relevant experience.
Knowledge:
- Basic knowledge of Finance role.
- High level of communication both written and oral.
- Excellent Knowledge of Computer applications like Excel, Word, Access and Power point.
Skills Specific to the Post:
- Grant management and reporting skill.
- High level facilitation skill.
- Knowledge in bank correspondence and mode of payments.
- Supervisory skill.
