It is against this background that UNICEF Office to the AU and UNECA in collaboration with USAID is seeking the services of a Child Marriage Campaign Technical Officer to be seconded to the End Child Marriage Campaign Secretariat of the Department for Social Affairs, African Union Commission. The Campaign Secretariat plays a critical role in the overall implementation of the Campaign strategic plan by leading in the design, development, monitoring, reporting and accountability of Campaign.

 

How can you make a difference?

Purpose : The consultant will contribute to strengthened technical support to Member States for country level actions of the Campaign.

 

Main Duties and Responsibilities :

The Campaign Technical Officer will be expected to carry out the following tasks :

  • Provide support to organizing country launches and post country visits of the Campaign ;
  • Draft bi-annual reports on progress and challenges of the Campaign including annual report on the progress of the Campaign ;
  • Support country level dissemination of the AU Campaign to End Child Marriage strategic plan and M & E framework ;
  • Enhance the visibility of the campaign at key AU meetings as well as other continental and global events ;
  • Put in place a country assistance strategy and technical assistance platform ;
  • Provide support towards the coordination of the CSO reference group of the campaign ;
  • Provide support to organizing continental advocacy events on Ending child marriage ;
  • Organize and support the organization of capacity building workshops to end child marriage ;
  • Prepare and support implementation of the AU Goodwill Ambassador and Special Rapporteur’s annual work plans in line with the Campaign strategic plan ;
  • Prepare activity reports as required

 Expected Deliverables and time Frame :

  • Country assistance strategy and plan ;
  • Continental advocacy events ;
  • Launch country level technical assistance platform ;
  • Annual workplans and budget for the Campaign ;
  • Annual reports on progress in the implementation of the Campaign.

The consultant will be working on the expected deliverables over the course of 11.5 months as follows :

Throughout the consultancy period

To qualify as an advocate for every child you will have…

  • An advanced university degree (Master’s or higher) in Social Sciences, Development Studies, Human Rights and Development, Law, or other related discipline ;
  • A minimum of [Seven] years of relevant professional experience in AU, related government ministry on Gender and child issues, UN or NGO is highly recommended ;
  • Ability to monitor and evaluate technical and strategic methodologies and information ;
  • Ability to formulate technical reports and other Campaign documents ;
  • Developing country work experience and/or familiarity with emergency is considered an asset ;
  • Experience in project management at field level within an agreed timeframe is an added value ;
  • Excellent writing skills in English and ability to work with more than one AU official language would be an added advantage ;
  • Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.
