Description :

The Technical Director will provide leadership and oversight of the implementation of interventions of an anticipated United States Government (USG) project focused on addressing critical gaps in the response to COVID 19 in Ethiopia. S/he will provide technical and programmatic leadership to staff based in provincial offices to ensure proper planning, coordination, execution and management of project activities, and to facilitate seamless planning, implementation and technical support in the provinces and districts, including effective private sector and community engagement. It is anticipated that the position will be based in Addis Ababa, Ethiopia and will report to the Project Director. Recruitment is contingent upon successful award of the project and the selection of the final applicant is subject to USG approval.

Job Summary/Responsibilities :

The Technical director will have the following responsibilities :

Cooperate closely with the Project Director on all technical matters ;
Lead the response to the specified deliverables, ensuring achievements in a timely manner and in full support and compliance with FHI 360 and USG grant requirements ;
Support the surveillance function at the national and/or subnational level with data management and analysis to allow for better tracking of patients infected with COVID-19 and their contacts, reporting of data, and understanding of the spread of the virus geographically and demographically ;
Support to create or update Standard Operating Procedures and processes for activities such as the collection, validation, quality assurance, sharing, and dissemination of data ;
Support the aggregation of data and its integration into DHIS2 as requested ;
As appropriate, build capacity partner organizations supporting the response in the activities noted above ;
Coordinate the development and implementation of the project technical strategies, adapting global and regional technical resources and tools as needed for the Ethiopia context ;
Oversee a team of technical staff for the project and ensure clear roles and responsibilities and lines of communication are maintained amongst the team members ;
Oversee technical outputs of all partner organizations through regular field visits and facilitate work planning and regular technical meetings for all consortium partners ;
Identify technical assistance needs and training resources among project staff, partners, government counterparts and beneficiaries and coordinate technical assistance provision ;
Promote sustainability of project activities with effective networking, coordination and linkages to other programs, partners and counterparts, capacity building of project staff, and institutional strengthening of implementing partners and community-based organizations ;
Represent the project in technical meetings, conferences, and coordination platforms ;
Serve as the primary program representative in the absence/temporary leave of the COP.

Qualifications :

Bachelors Degree and Master’s Degree preferred or higher in public health, social sciences, or a closely related field is required; a medical doctor is strongly preferred ;
8 or more years of progressively more responsible technical supervisory work experience that involved direct leadership of professional and support staff, and oversight and evaluation of staff performance and deliverables ;
Experience in contact tracing and case investigation ;
Experience working with communities in house-to-house initiatives such as in campaigns for malaria and immunization ;
Previous work on response to outbreaks or other emergencies ;
Experience in curriculum development and training for people with diverse occupational and educational backgrounds such as community health workers, volunteers and health professionals are preferred ;
Experience in supportive supervision, mentoring and just-in-time training ;
Experience in data collection using electronic tools ;
Experience in work process and data flow analysis and taking action to address needed improvements ;
Advanced proficiency in Microsoft Excel and Word ;
Demonstrated ability to work with MOH officials and staff from partner organizations ;
Excellent communication and facilitation capabilities, with the ability to work alone as well as with multidisciplinary teams.
